NORTHWOOD — The Worth County Board of Supervisors approved a law enforcement agreement with Northwood, drainage claims, budget appropriations, interfund transfers and county salaries during its regular meeting on June 15, 2026.
Supervisors Mark Smeby, A.J. Stone and Enos Loberg were present. Loberg called the meeting to order, followed by the Pledge of Allegiance.
The board approved the agenda and minutes from the June 9, 2026 meeting.
Supervisors then approved a 28E law enforcement agreement between Worth County and the City of Northwood. The agreement was approved unanimously on a roll call vote.
Such agreements allow government entities to share services under Iowa law. In this case, the agreement formalizes law enforcement service arrangements between the county and Northwood.
The board also approved drainage claims totaling $165,923.31. Drainage business remains a regular and often expensive part of county government in rural Iowa, where drainage districts help maintain agricultural land, roads and waterways.
Supervisors approved a work order for Drainage District 11, Main F, after damage was found by Frank Salvitor while he was spraying in the district.
The board approved Resolution 2026-17, setting fiscal year 2026-27 budget appropriations. The resolution appropriates money by department and office for the fiscal year beginning July 1, 2026.
The total appropriations approved in the resolution were $25,339,848.

The resolution states that departments and officers may not spend or contract to spend money beyond the amounts appropriated. It also requires the auditor to track appropriations and report account status to departments and officers quarterly during the budget year.
Supervisors also approved Resolution 2026-18, authorizing fiscal year 2026-27 interfund operating transfers.
The resolution authorizes transfers of up to $107,062 from the general basic fund to the secondary road fund, up to $1,526,916 from the rural basic fund to the secondary road fund, and up to $2,605 from the general basic fund to the emergency medical services fund.
Road funding is one of the largest ongoing responsibilities for county governments in Iowa, particularly in rural counties with extensive secondary road systems.
The board also approved Resolution 2026-19, setting fiscal year 2026-27 salaries for county officials and employees.
The salary resolution includes elected officials, sheriff’s office employees, public health staff, engineer’s office employees, conservation staff, veterans affairs, emergency management, IT/GIS, assessor’s office, zoning, recycling and transit employees.
