CHARLES CITY — The Floyd County Board of Supervisors approved claims, a public library trustee appointment, an ambulance feasibility study, conservation rules, road fund transfers, drainage district assessments and a courthouse grounds permit during its regular meeting on June 16, 2026.
The meeting began at 9:00 AM in the Floyd County Courthouse Board Room. Supervisors Gloria Carr, Boyd Campbell and Frank Rottinghaus were all in attendance.
The board first amended the agenda by removing an item regarding Resolution 22-26, an interdepartmental transfer from the Board of Supervisors to Data Processing. Supervisors then approved the amended agenda.
No public comments were received.
Supervisors approved minutes from the June 9 regular meeting and June 9 canvass meeting. The board also approved county claims numbered 2702-2796 and engineer claims numbered 10741-10753.
During updates, Rottinghaus reported attending a Charles City Main Street meeting, while Campbell attended a Floyd, Mitchell, Chickasaw Early Childhood Iowa meeting. All three supervisors toured Corn Belt Power Cooperative’s battery energy storage system site in Hampton.
The board appointed Marsha Schwab as the Rural Nora Springs Public Library Trustee following a recommendation from Nora Springs Mayor Randy Hassman.
Jessy Willadsen, zoning administrator, discussed compensation for Planning and Zoning Commission and Board of Adjustment members. Willadsen said members have historically waived compensation, but past records showed a per diem of $20 per meeting plus mileage. He proposed $35 per meeting with no mileage for simplicity. Rottinghaus expressed interest in setting compensation at $35 per meeting while allowing mileage reimbursement if submitted within 30 days.
Supervisors approved a Public Consulting Group ambulance feasibility study totaling $44,500, with the cost to be split with the City of Charles City. Floyd County’s share will be $22,250. Campbell questioned why Floyd County Medical Center was not participating in the study.
The board also held a public hearing on Floyd County Ordinance 2026-02, which establishes rules and regulations for areas under the control of Floyd County Conservation. The hearing opened at 9:24 AM and closed at 9:25 AM after no public comments were received.
Supervisors then approved the first consideration of the conservation ordinance on a 3-0 roll call vote.
The board approved an annual appropriation and transfer of $90,820 from the General Fund to the Conservation Reserve Fund.
County Engineer Adam Miller provided a detailed secondary roads update. He said crews are replacing a culvert at 140th Street and Timber Avenue, preparing a detour for future Underwood repairs, and continuing work related to the Marble Rock Bridge, which remains closed for approach repairs. B20 bridge patching has been regrouted, and crews are finishing a second round of blacktop mowing before moving to gravel roads.
Miller also reported that two new dump trucks are expected by the end of June, motor graders are anticipated in July and the county has purchased a flail mower. He said culvert work on March Avenue continues, right-of-way for the Niles Corner bridges has been secured, and construction on the 170th Street bridge south of Rudd is expected to begin soon with a projected three- to four-month timeline. Packard Avenue resurfacing is scheduled for August, and crack sealing is complete.
Supervisors approved Resolution 18-26, transferring $135,531 from the General Basic Fund to the Secondary Road Fund for taxes collected. They also approved Resolution 19-26, transferring $1,569,842 from the Rural Services Basic Fund to the Secondary Road Fund.
The board reviewed remaining Communications Tower bond proceeds. John Gohr, dispatch lead, discussed the need for new dispatch headsets and ongoing coordination with Raycom and Marco to integrate Webex phones into dispatch technology. No cost estimate was available.
Travis Bartz, sheriff’s lieutenant deputy, also updated supervisors on Motorola maintenance and lifecycle support services. The agreement cost has been reduced from $910,000 to $855,313 due to anticipated prepayment, then further lowered to $817,813 after adjustments for dispatch equipment and other contracts. Bartz said he would follow up with Motorola and bring back a revised contract for a future agenda.
Supervisors also handled several drainage district matters. The board rescinded prior drainage district assessments for several districts after administrative and system issues caused earlier assessments to be incomplete or uncollected.
The board approved Resolution 20-26, levying drainage district assessments for fiscal year 2025 and prior years. New levies include DD25 at $6,500, DD18 at $6,000, DD13 Main at $3,900, DD7 at $3,400 and DD3 L2 at $3,500. Payments are due by September 30, 2026, with delinquent balances accruing interest. The board set interest at 6%.
Supervisors also approved Resolution 21-26 for fiscal year 2026 drainage district assessments. Levies include DD1 Main at $2,400, DD9 L3 at $6,100, DD9 L19 at $7,200 and DD18 at $34,000. The board also established a consistent annual assessment process going forward, with future assessments to be certified yearly and collected with September property taxes.
The board approved a Use of Courthouse Grounds Permit for J&M Displays on July 4, 2026, with a rain date of July 5.
Supervisors also noted the retirement of part-time Auditor’s Clerk Ann Wagner, effective June 26, 2026.
Future agenda items include van usage and possible use for medical examiner transports, Service Area 9 appropriations, a CIJDC appointment, board appointments to Conservation and Veterans Affairs, and the Motorola contract.
