CASS TOWNSHIP, PENNSYLVANIA — A Haitian national living in the United States illegally has been charged in a deadly semi-truck crash that killed Pennsylvania State Police Trooper Michael E. Pahira Jr., prompting federal immigration officials to lodge a detainer and sharply criticize Democrat sanctuary policies that allowed the man to remain in the country and obtain a commercial driver’s license.
The crash happened July 1, 2026, on Interstate 81 in Schuylkill County, Pennsylvania, while Pahira was conducting a commercial vehicle inspection along the roadway. Authorities say another commercial vehicle struck the trooper and crashed into the vehicle being inspected. Pahira, a nearly 20-year veteran of the Pennsylvania State Police, later died from his injuries.
The driver accused in the crash was identified as 33-year-old Michael Bon, of Brockton, Massachusetts. He has been charged with homicide by vehicle, involuntary manslaughter, reckless driving and related offenses. He is being held on $700,000 bail, according to reports.
The U.S. Department of Homeland Security said Immigration and Customs Enforcement lodged a detainer against Bon after his arrest, asking Pennsylvania officials not to release him from custody without notifying federal immigration authorities. DHS says Bon is a Haitian national who was released into the United States in July 2024, later applied for Temporary Protected Status, and was never granted that status.
DHS also said Bon had been issued a commercial driver’s license by Massachusetts, which the agency described as a “sanctuary state.” In a statement, Acting Assistant Secretary Lauren Bis blamed the case on immigration and licensing policies, saying the crash was “100% preventable” and that people in the country illegally “should not be driving trucks on America’s highways.”
The case has quickly become a flashpoint in the national debate over immigration enforcement, state driver’s license policies and commercial trucking safety. DHS directly tied Bon’s presence in the country to Biden-era immigration actions, while Massachusetts officials have pointed to federal licensing rules and immigration-status verification systems tied to non-domiciled commercial driver’s licenses.
For law enforcement, the death of Pahira marks another reminder of the dangers troopers face while working traffic stops, inspections and crash scenes along busy highways. Pahira had served with the Pennsylvania State Police since 2007 and was assigned to Troop L in Frackville. Pennsylvania officials and fellow troopers mourned him as a dedicated officer and public servant.
Bon’s case remains pending in court. All defendants are presumed innocent until proven guilty.
