Winnebago supervisors approve FY2027 pay increases, courthouse fountain talks and claims at June 23 meeting

FOREST CITY — The Winnebago County Board of Supervisors approved FY2027 appointments and pay increases, discussed courthouse fountain repairs, appointed a new conservation board member and reviewed road, drainage and public health updates during its June 23, 2026 meeting.

The board met at 9:00 AM with Supervisors Bill Jensvold, Terry Durby and Susan Smith present.

Supervisors first approved the minutes from the June 16 board meeting and approved the June 23 agenda.

The board then approved appointments and pay increases for fiscal year 2027.

Drainage matters were discussed with Drainage Clerk Kris Oswald. Landowner Alan Johnson also addressed the board regarding private work he has done with DD 89. Johnson is expected to provide maps showing where tile lines are located so the information can be added to the drainage minutes.

Ethan Schutter, maintenance supervisor, updated supervisors on secondary road work. He said work at Rice Lake is almost done and paving is set to begin. Schutter also reported that Dust Pods has completed its project, and crews are finishing mowing paved roads before moving to gravel roads after July 4.

Auditor Karla Weiss discussed the fountain on the east side of the courthouse. The county has received a $30,000 grant toward repair work. Two repair estimates have been received: one for $90,000 for a total recast and another for $58,000 to repair the fountain. Supervisors are expected to continue discussing the issue.

Julie Sorenson of Public Health provided updates on General Assistance, including how many people were helped during fiscal year 2026. She also discussed a new public health alignment that is expected to assist counties with reporting and grant income.

Supervisors appointed Doug Bruhns as a new member of the Conservation Board to fill a vacancy.

The board also approved a fireworks permit for 3 Fingers Campground for July 3-5, 2026.

A manure management plan was received by the Auditor’s Office for F163 #61840 in Winnebago County.

The meeting was adjourned until 9:00 AM June 30, 2026.
