Convicted Iowa kidnapper dies in prison of natural causes

CORALVILLE – A convicted Iowa kidnapper has died in prison of natural causes, officials say.

Joseph J. Koncel was pronounced dead at 9:50 AM on March 3 in a Hospice room of the Iowa Medical and Classification Center where he had been housed due to a number of chronic health conditions. Koncel was 52 years old at the time of his death.

Koncel had been serving a sentence of life without parole for Kidnapping-1st degree from Jackson County. His sentence began on October 24, 1997.

According to the Maquoketa Sentinel-Press, “the complaints against Joseph Koncel allege that he, along with Brian Koncel, were responsible for “removing Marty Lee Budde from the farmyard at 22604 362nd Ave., Bellevue, Ia., to a farm field off 167th St, without the consent of Marty Budde and with the intent to secretly confine Mr. Budde” in 1997.  The information further states that “as a result of removing Mr. Budde to the farm field and secretly confining him there, Mr. Budde suffered the consequence of death.”
