Floyd County supervisors approve claims, bank updates and DECAT payout at June 9 meeting

CHARLES CITY — The Floyd County Board of Supervisors approved claims, updated banking authorizations, discussed expiring board appointments and handled several program and contract matters during its regular meeting on June 9, 2026.

The board met at 9:00 a.m. in the Floyd County Courthouse board room, with Supervisors Gloria Carr, Boyd Campbell and Frank Rottinghaus present.

Supervisors approved the agenda, then approved the June 2, 2026, meeting minutes. No public comment was received.

The board approved county and engineer claims, including County claims #2642-2701 and Engineer claims #10715-10740.

During board updates, Campbell reported attending the Shell Rock River Watershed Management Coalition meeting. Rottinghaus reported attending the Floyd County Ambulance Commission meeting and meeting with the county attorney to draft a letter to AMR requesting financial information.

Carr reported speaking with a resident regarding 155th Street near Maple Heights and following up with the county engineer concerning road conditions.

Supervisors discussed upcoming county board and commission appointments expiring June 30, including two seats on the Floyd County Veterans Affairs Commission and one seat on the Conservation Board.

The board approved Morrigan Montagne, Floyd County Auditor; Amanda Theilen, auditor’s assistant; and Jessie Holm, Floyd County Treasurer, as authorized individuals to transact business on the Two Rivers/First Mid Bank account used for employee FSA funds. The action also granted Montagne, Theilen and Holm online banking access to monitor the account.

Supervisors also approved Resolution #16-26, updating the naming of depositories for 2026 for the treasurer, auditor, sheriff and recorder. The resolution approved financial institutions and maximum deposit amounts in accordance with Iowa Code, added the county auditor, and noted that Two Rivers Bank & Trust will become First Mid Bank & Trust effective June 15, 2026.

The roll call vote was unanimous, with Carr, Rottinghaus and Campbell voting yes.

The board noted that beginning July 1, Carr will no longer be able to serve on the Central Iowa Juvenile Detention Center Board because of a conflict created when CIJDC becomes the employer of record for the Floyd-Mitchell-Chickasaw Early Childhood Iowa position held by Carr. No action was taken.

Supervisors appointed Tyron Steere to the Shell Rock River Watershed Management Coalition, replacing Adam Sears.

Carr also explained the history of Floyd County DECAT and noted that Iowa legislation has been passed to eliminate DECAT and Community Partnerships for Protecting Children programs effective June 30, 2026.

The board approved the payout of accrued PTO for Jill McKeen, DECAT and CPPC coordinator. Carr will communicate with supervisors in Floyd, Mitchell and Chickasaw counties regarding the disposition of remaining funds in Fund 27000.

The board also noted the expiration of the Families Making Connections DECAT 225101 coordinator contract, Families Making Connections DECAT 223109 CPPC contract, and Floyd-Mitchell-Chickasaw Early Childhood Iowa contracts.

Supervisors approved a subcontract agreement for Learning Connection Program Services between Floyd County and the Charles City Community School District, effective July 1, 2026, for fiscal year 2027.

The board and Auditor Montagne discussed correcting past drainage assessment issues and establishing a process for annual assessments moving forward.

Supervisors also noted receipt of the 2026 County Auditor Election Certification of the June Primary Election.

Future agenda items include the CIJDC appointment, board appointments to Conservation and Veterans Affairs, drainage assessments, Secondary Roads transfer, Conservation Reserve payment, Ambulance Commission recommendation and Motorola payment.
