Reynolds signs flurry of bills into law before June 2 deadline

DES MOINES - Iowa Gov. Kim Reynolds signed a long list of bills into law on Monday, June 1, 2026, one day before the deadline for her to take final action on remaining legislation from the 2026 session. The bills cover a wide range of issues, including internet age verification for pornographic material, civics education, nuclear energy, speed limits, school discipline, agriculture, utilities, oil and gas production, ethanol taxes and a new specialty business court.

DES MOINES – Iowa Gov. Kim Reynolds signed a long list of bills into law on Monday, June 1, 2026, one day before the deadline for her to take final action on remaining legislation from the 2026 session.

The bills cover a wide range of issues, including internet age verification for pornographic material, civics education, nuclear energy, speed limits, school discipline, agriculture, utilities, oil and gas production, ethanol taxes and a new specialty business court.

One of the highest-profile measures, HF 864, requires certain websites, applications or sections of websites and apps containing material pornographic for minors to perform reasonable age verification.

Reynolds also signed HF 2231, creating a seal of civics excellence program through the Iowa Department of Education to recognize student achievement in civics.

Energy and agriculture were also part of the bill-signing list. HF 2757 creates sales and use tax exemptions and refunds related to nuclear electric generation facilities and provides funding to the Iowa Board of Regents for a nuclear energy workforce program. SF 2465 makes a broad set of changes involving the Iowa Department of Agriculture and Land Stewardship, commodities, transportation of agricultural items, agricultural land, sales and use taxes, veterinary practice and income taxes.

Education-related bills included SF 2428, which deals with school discipline, disruptive student behavior, individualized education programs, Section 504 plans and teacher requests for meetings of a student’s IEP team. Reynolds also signed SF 2086, allowing schools to offer an elective junior firefighter program for students in grades 11 and 12.

Another education measure, SF 2474, modifies provisions related to the Iowa dyslexia board and requires the Department of Education to prepare a report related to cardiac emergency response plans and automated external defibrillators.

Reynolds also signed SF 378, a speed-limit bill dealing with excessive speed violations and the default speed limit for vehicular traffic.

The full list of bills signed Monday includes:

HF 864: Requires certain internet sites, applications or sections of sites or applications that contain material pornographic for minors to perform reasonable age verification.

HF 2231: Establishes a seal of civics excellence program administered by the Department of Education.

HF 2678: Relates to certain persons acting under the jurisdiction of the secretary of state, including required filings and administrative dissolution of certain entities.

HF 2757: Relates to nuclear electric generation facilities, tax exemptions and refunds, and nuclear energy workforce funding.

HF 2771: Makes appropriations involving state government entities tied to agriculture, natural resources and environmental protection.

SF 274: Relates to forms of payment for entry into extracurricular interscholastic athletic contests or competitions.

SF 378: Relates to speed limits and certain excessive speed violations.

SF 639: Creates a specialty business court.

SF 2086: Authorizes schools to offer an elective junior firefighter program for students in grades 11 and 12.

SF 2189: Relates to information required from nonresidents applying for vehicle registration and certificates of title.

SF 2304: Relates to public utilities, including water and wastewater utility infrastructure and cost recovery.

SF 2428: Relates to education, student discipline, disruptive behavior, IEPs, Section 504 plans and teacher authority to request IEP team meetings.

SF 2429: Relates to annual permits for fluid milk products.

SF 2465: Relates to agriculture, the Department of Agriculture and Land Stewardship, commodities, transportation, agricultural land, taxes and veterinary practice.

SF 2474: Relates to education, the Iowa dyslexia board, cardiac emergency response plans and automated external defibrillators.

SF 2490: Relates to oil and gas production, filing requirements, DNR authority, confidential information, pooling orders, surface damage negotiations, taxes and penalties.

SF 2493: Relates to the excise tax on certain ethanol-blended gasoline purchased exclusively for use in an implement of husbandry used in agricultural production.
