FOREST CITY, IOWA — Winnebago County supervisors approved more than $388,000 in claims, including a massive $247,178.59 construction payment, while officials reported the Rice Lake road project complete and began exploring cameras at rural recycling sites.
Supervisors Bill Jensvold, Terry Durby and Susan Smith were present for the August 25 meeting. All actions were approved unanimously.
The board approved county claims totaling $388,254.73. The largest payment was $247,178.59 to Ulland Brothers for construction, followed by $96,915 to the Iowa State Association of Counties for health insurance.
Although the claims list identifies the Ulland Brothers payment only as “construction,” county project records show the company was awarded a $255,355.67 contract to rehabilitate and resurface 235th Avenue from A34 to Lakeside Drive near Rice Lake.
The payment approved August 25 is $8,177.08 below the original contract amount.
County Engineer Scott Meinders told supervisors that the Rice Lake work is complete. The announcement follows earlier NorthIowaToday.com coverage reporting that work near Rice Lake was nearly finished and paving was expected to begin.
Ulland Brothers had planned to reclaim the existing roadway before installing new asphalt pavement. Work was performed one lane at a time with flaggers controlling traffic.
Cameras considered at rural recycling sites
County Information Technology Director Brody Hopp discussed placing cameras at rural recycling locations.
The official minutes do not describe what prompted the camera discussion or identify the recycling sites that could be monitored.
Hopp will conduct additional research and report back to the supervisors before the county takes further action.
Board of Health member moving to Minnesota
Public Health Administrator Julie Sorenson informed supervisors that Board of Health member Jacki Miller is moving to Minnesota.
Despite the move, supervisors agreed to keep Miller on the Winnebago County Board of Health. The minutes do not describe whether the move raises any residency concerns or how long Miller is expected to remain on the board.
Supervisors also approved a $55 property-tax abatement for Rocky and Suzanne Bridges.
Road and drainage work
Drainage Clerk Kris Oswald discussed plans to send letters concerning repairs in Drainage District 1.
Meinders reported that a culvert near Buffalo Center is open and that crews are working on a bridge replacement along the same creek.
The county is also dealing with problems involving a box culvert on County Road A44 north of A42.
Meinders said workers plan to grout-pump the box culvert. The process involves injecting material beneath the structure to lift and stabilize the pavement.
The board approved payroll claims and acknowledged manure-management plans for the Albertson East Site and Albertson West Site.
The meeting adjourned until 9 AM on September 1.
