Two wanted creeps found hiding in woman’s apartment

MASON CITY – Police went to a Mason City rental house when they became concerned for female tenants and found wanted men hiding in a bedroom.

The incident took place Wednesday, February 24 just after noon at 309 East State Street, a rental house owned by Kent Rentals.

A Mason City police spokesman tells NIT that officers went to the rental house – located right across the street from MCPD headquarters – on a report that a wanted man – Charles Jerry Foster – might be there. Officers arrived to find a different subject Jesse K. Rafael – there.

Police say that “because of prior issues between the female resident(s) and Foster, officers were concerned.”  Foster has recently been accused of domestic assault and other crimes and pleaded guilty to assault last month.

The female resident returned home and Foster and yet another man, Blake Allan Perry, were found hiding in her bedroom. Perry was also wanted on an arrest warrant, connected to a prior drug conviction .

Foster and Perry were both arrested on their warrants.  Foster was wanted in Floyd county on a fourth-degree theft charge.

Police further disclosed that “a lot of drug paraphernalia was found in the apartment.”

After investigation, Rafael was arrested on possession of drug paraphernalia.

Police say they advised the female tenant “not allow these people acces to her apartment.”

This most current incident at 309 East State Street “counted as a Nuisance Gathering founded violation (2 or more people with 2 or more identified violations),” police explained. The property owner could be fined as much as $250 for subsequent nuisance violations. Police say this incident was the only founded nuisance violation in the last 12 months related to this rental property.
