Grading Obama’s first 100 days into second term

President Obama passed the 100-day mark of his second term vowing to soldier on for his agenda while recognizing the limitations of working within a divided government.

Yes, things are dysfunctional, he said, but he’s still optimistic.

“I’m actually confident that there are a range of things that we’re going to be able to get done,” Obama said during a news conference last week. “I feel confident that the bipartisan work that’s been done on immigration reform will result in a bill that passes the Senate, passes the House, and gets on my desk. And that’s going to be historic achievement, and I’ve been very complimentary of the efforts of both Republicans and Democrats in those efforts.”

Political observers give Obama props for pushing an aggressive agenda that includes immigration reform and gun control. He’s stirred the pot and generated conversation on many issues.

Still, Obama doesn’t appear as focused on matters such as the budget, and in fact, seems adrift, earning him a B- from one political observer.

“There’re some signs that he’s less focused” on some issues, such as the budget-related matter, Lawrence Jacobs, director for the Center for the Study of Politics and Governance at the University of Minnesota’s Hubert H. Humphrey Institute and Department of Political Science.

What must be remembered, though, is the “brutal environment” that is Washington these days, Jacobs said.

There was a compromise on background checks for gun purchases hammered out between two senators — a Democrat and a Republican — who are members of the National Rifle Association. Obama used his pulpit to speak about “commonsense” anti-gun-violence legislation.

It went down in the Senate.

Obama showed willingness to consider painful cuts in entitlements and for programs he typically champions to try to avoid the across-the-board spending cuts, known in Washington parlance as the sequester, without success.

“What did he get in return? Campaign fodder,” Jacobs said.

And the window for him to advance his agenda in Congress is rapidly closing, considering the 2014 midterms are, essentially, just around the bend.

Just how he proposes to revive his political prospects after setbacks on gun control and the sequester remains unknown.

One questioner noted neither the gun legislation he championed nor his work to avoid the sequester passed muster in Congress and asked if he still had the “juice” to advance his agenda on Capitol Hill.

When stated that way, Obama said, “maybe I should just pack up and go home. Golly. You know, I think it’s a little, as Mark Twain said, you know, ‘Rumors of my demise may be a little exaggerated at this point.'”

Later he said, “But, you know, … you seem to suggest that somehow these folks over there have no responsibilities, and that my job is to somehow get them to behave. That’s their job.

They’re elected,” he said. “Members of Congress are elected in order to do what’s right for their constituencies and for the American people.”

Obama held his cards close during his news conference, offering little insight into how he intends to proceed with any of the unfinished items on his agenda.

But one area Obama could actively pursue would have an enormous effect is his use of administrative and judicial powers, Jacobs said, an area he says the president has been “asleep at the switch.”

“He’s been kind of passive on that … it’s almost shocking,” Jacobs said.

It would take political will and political capital, but Obama could effect significant change without congressional approval.

Obama’s focus can’t be solely on what he can get Congress to pass because it’s a “false hope,” Jacobs said. So maybe it’s time for him to look to shaping his legacy through his powers in the administrative and judicial realm.

“There needs to be modesty,” Jacobs said, noting Obama is “stalemated by conservatives in the House and a Senate that’s tied up in knots.”

“He finds himself in difficult circumstances,” the professor said.

While Obama can’t force lawmakers to his will because Congress is independent, “there are areas where he can have influence,” Jacobs said. “The president has enormous power when it’s exercised in a focused way.”

Obama can exercise power through regulatory agencies and departments such as Treasury, Health and Human Services and the Interior, as well as through legislation such as the financial reform law known as the Dodd-Frank Act.

Using his administrative and judicial authority is how President Ronald Reagan wielded huge influence, Jacobs said.

And the clock is ticking, Jacobs said because of 2014. Democrats, as evidenced by some of the votes on the background checks measure, are skittish.

Historically, he said, the “the record is terrible” for presidents in the sixth year of their administration at the polls.

“The hourglass has turned,” Jacobs said. “We’re heading into the 2014 election cycle. I’d say he has until fall [for action on his agenda]. His honeymoon has blown by.”

Some strategists told The Hill Obama needs to take his message to the people living in lawmakers’ home districts.

“Power politics since the time of Cicero is effectively an exercise in physics,” said Chris Lehane, a California-based Democratic strategist, “and the physics here in this current age of paralysis is to create enough public pressure in targeted states and districts to force an official to take action.”

Other strategists say Obama needs to keep the conversation going and focus on the positive, even though he’s had some failures recently.

Still other Democratic strategists told The Hill Obama is making the right choices so far in his second term — he’s engaging lawmakers and taking advantages of the presidency.

“I didn’t realize President Obama had lost his mojo,” said strategist Jamal Simmons.

    So today was an interesting day on Capitol Hill. I watched Jay Carney get hammeered about Benghazi by the mainstream media that the Administration viewed as their allies and believed would never question their motives. I truly hope this is a turning point in the Elitists success at undermining the intelligence of the American citizen thru false force fed or total abstinence of media coverage. I see the beginnings of the crumblings of credibility in the sheeple’s eyes. For the sake of this country…I cannot wait. Any Administration, be it Republican or Democrat deserves demise when it centers it’s whole existance on pure politics and not the best interests of this country FIRST. Oh yes, Rome WILL fall…mark my words. IT WILL FALL ON IT’S OWN ACCORD, it’s only a matter of time. The clock is ticking….tick-tock….tick-tock.

    I hope Hilary burns for her comments on “what does it even matter anymore?” AMERICANS died that day…that SHOULD always matter.

    Politics need to put aside. It’s time to hold ourselves accountable both Democrat and Republican…the Chinese are just waiting for us to self destruct. We are currently too stupid to realize it. It’s sad. I want better for my children. I wish more of YOU did for yours as well.

Those of you, such as Stupid claim to be well educated in history, yet seems to be utterly ignorant with the results of those failed policies. Where in the world have this presidents Keynesian economic policies worked? Gun laws beeing sought by the progressive left, has been implemented throughout the world, and as is often the case, led to mass genocide. Socialized healthcare in the US is already beginning to rear its ugly head, that many warned about, but it makes you feel better right? There in lies the problem, liberals/progressives are unable to think beyond how it makes them imediately feel.

      I feel the need to say this however, being a registered Republican…i wouldn’t want to have only the Republican point of view. Some Republicans are just as ass backwards as the far left Liberals. I wish we had more “centered” debate on the different ideals based on what we have learned from the past. The far right and the far left are not the answer. I don’t want someone, anyone to be able to own a tank or missile, let’s be realistic. But at the same note I don’t want to infringe on the 2nd Amendment to falsify a belief that we are going to make Americans safer.

      You fix the problem by Federalizing criminal acts involving weapons. You don’t plea bargain and you make the “time” so bad…99% of the criminals would think twice before doing the crime in the first place. That 1% of wackos are going to do it regardless. You can’t fix stupid anymore that you can stop crazy.

        Like I’ve said, any laws regarding gun control are unconstitutional never the less the laws that have been on the books for years are there and need to be enforced. I know that stupid will say that I can’t have it both ways, have laws that I don’t agree with but yet obey those same laws. A verse in the bible comes to mind, render unto ceasar that with is ceasar and unto God that with is Gods. I don’t agree with the laws but they are there. I still believe that I am guaranteed my rights under the 2nd amendment that if I had the means I could own anything the military has including missles but I know that will never happen.

    Stupid did say something that I agree with, that the news sites make their money off the articles. I sometimes glance at some articles by CNN or Fox News but most of the articles I read are from the lesser known sites because they realize that if they repeat the lies the main stream sites say they could lose a whole lot more than the bigger sites. Even Matt gets stories right, although I do believe that sometimes he can be alittle biased his stories are based on fact. Some of these sites do more digging to get to the truth so they can get the scoop. I think it is funny that on these lesser known sites I read breaking news at least 2 days before I see it on the main stream news channels. I have a close friend that swears by, if there is any web site that it totally off base it’s that site. They are even worse than msnbc. I would say that of all the stories on the main stream news channels, only 90% of the stories are 100% accurate so take everything they say with a grain of salt.

    Well would you look at that. This entire thread has been a heated discussion on Obama’s accomplishments. We don’t agree with each other, but we’ve all posted what we believe.

    And then comes LVS. Not one post about the topic at hand. Not one. He just stopped in to attack me.

    Now, regardless of our political views, do any of you think he makes a positive contribution to this website? We debate and scream and yell, we all think we’re right, but he’s just filled with seething ugliness.

      Also, did you pay attention to a post by Katie when she wrote, “I am near retirement and I honestly don’t know what to do with my investments or where to put my money. The dollar is going to be worthless and I’m scared to death. What Obama has done to this country is terrifying.”

      I am in the same boat as Katie. We are all at risk because of Obama.

      That fear is rampant throughout this country and with good cause. Printing 85 billion dollars a MONTH makes our national debt the number one reason for this fear. We are broke and to dumb to realize it.

      Obama’s national debt is NOT a lie. It is real, Obama caused this, and he gets a F big time for this failure as President.

    It is interesting to note that it is a piece written by a UPI reporter quoting politically friendly sources to support the B- given Obama. They are still awash in the “glory” of their leader for which they cannot seem to generate any objectivity.
    Now it appears Clinton and Obama may be waist deep in the Benghazi cover up as it was a danger to his reelection. Even Bob Schieffer was “aghast” at this revelation on CBS’s Face the Nation this last Sunday.
    We can only hope this will take down this astoundingly divisive, incompetent & destructive administration.

    The 1929 stock market collapse and depression was causes by Banks getting into the investments and Brokerage firms getting into the loan business. This was determined by congressional committees that met to determine the cause of the “Big Depression”.

    As a result the following Federal law was passed.

    The Glass-Steagall Act, also known as the Banking Act of 1933 was passed by Congress in 1933 and prohibits commercial banks from engaging in the investment business.

    The Glass-Steagall was gutted by the Democrats under Bill Clinton and which set up the housing bubble and economic collapse in 2008. I will give you this; the idiot Senator Phil Graham joined the Democrats and helped gut the Glass-Steagall Act.

    The “Wall Street Reform: Signed the Dodd-Frank Wall Street Reform and Consumer Protection Act (2010)” does nothing to protect us and we are still at risk another runaway inflation of housing prices. It only puts more money into the rich pockets and we are still at risk.

    Your refusal to interpret the facts with logic keeps you dumbed down and you swallow all the 6 o’clock news “talking heads fluff.”

    Conservative’s try and try to keep America from sinking but it is people like you that are determined to live with the fairy tale your socialist leaders feed you. The rich control the Democratic Party and the White House and you still believe that it is the Republicans that are the bad guys.

    All those so called accomplishments have destroyed America’s middle class. In addition, all those laws have done nothing but help the rich get richer, while killing job creation. Jobs that are being created are solely due to printing money. It is not because of real growth and capitalism.

    Remember socialism always runs out of “other people’s money”.

    We are all slaves to a government that taxes us at such a high rate that we have to work “over” half our work day for someone else to lay on their dead butt.

    Obama’s agenda has kills the work ethic in America, made welfare honorable, destroyed patriotism, and the list goes on.

    The middle class has no incentive to get ahead because the government takes so much of what we earn.

He could care less about everything our ancestors built and sacrificed to make America what it once was.

    FYI: Alan Greenspan, former head of the Federal Reserve just said Obama will not get through his second term without a financial collapse that will make the housing bubble look mild. Printing 85 billion dollars a month because the Federal Government is overspending can’t go on forever. When our money collapse be sure and puff your chest up then and tell me how great this buffoon Obama is!

    Stupid, you better get your head out of your ass and look around; people are really hurting out here because they can’t make ends meet. It’s worse now than has ever been and it’s all Obama’s fault due to his liberal policies.

        Silver and Gold. I know Gold is going down but it will rise again and Silver has so many uses that it is going to rise too. Another good investment would be the Wise Company, emergency food kits. They are good for 25 years and since the economy isn’t the best right now more and more people are buying them. Bottled water would be another one, or solar panels.

    Carter raised the national debt by 42.3%, for an average of 9.2% a year.

    Reagan raised it by 188.6% or 14.2% A YEAR

    Bush One: 55.6% or 11.7% annually.

    Clinton: 35.6% or 3.9% a year.

    Bush TOO: 89.0% or 8.3% A YEAR

    And Obama: 53.6% or 11.7% annually.

    I don’t much care about your social desires, your religious issues, ad nauseam. They have nothing to do with the government anyway.

Have you looked at what happened after “RommnieCare”? It too, touted healthcare savings. Didn’t happen. cost increased. It was supposed to reduce ER visits for noncritical care. That didn’t happen, it too increased, as the “Poor” made more and more visits BECAUSE they were no longer responsible for payment. I’ve already been told by my Doctor to find another General Practitioner BEFORE I turn 65yrs. So much for keeping the same Doctors.

        @Joao Do Carmo-I have been told by a reliable source that the doctors in Mason City are not taking any more medicare patients. So, if you are retiring this year you will have a real problem. Your only option will be the E.R. So much for getting your own doctor. They can not keep cutting and cutting into medicare like they are to support Obamacare.

          Bush’s policies promoted the self-regulation of the big banks, which spawned the investment bankers to hedge too heavily on the triple A ratings by the three big ratings agencies which led to the housing bubble and ultimate bust in addition to the two unfunded wars, massive tax cuts and monstrous drug program for seniors that had NOTHING TO DO with Obama! Are you serious???

          Dodd-Frank wasn’t even introduced until 2009!

          Maybe, you have to take some time and educate yourself for real. Get off the blogs and check out some economics books from the library. This is pitiful!

    The uncertainty of ObamaCare is hanging heavily over businesses. It creates an atmosphere of not knowing what the impact will be on your business. Will your employees be dropped from their spouses’ employers’ health policies? Will you then have to cover them at your business? Will you be able to suddenly afford 7 more insurance policies @ $700/month? NO. What do you do then? Cut everyone back to 29 hours and add more part-time employees? Worry now, deal with it when it happens, I guess. Obama has created so much anxiety for business owners that it is unbelievable. Employees don’t know the half of it. And they’re all going to be angry when they get dumped into the public exchange. Obama is going to get what he wants because he is going to force employers out of providing health care insurance!

    We still don’t have the truth out of his administration about Benghazi. We all know the truth, but he will never tell it. He is all about CYA in the tradition of other great liars. The man has no ethics.
