Inmate in Black Hawk jail died after ingesting controlled substance, DCI says

WATERLOO – The Iowa Department of Criminal Investigation (DCI) said Thursday that an inmate held in a jail in Waterloo died earlier this month after ingesting a controlled substance.

On March 7, 2014, an inmate, identified as James Terrell Taylor, age 34, of Waterloo, was being held in the intake area of the Black Hawk County Jail. At approximately 6:25 p.m., Mr. Taylor was found to be unresponsive. The deputy who found Mr. Taylor began providing emergency aid. An ambulance was called and Mr. Taylor was taken to Allen Hospital in Waterloo where he was pronounced dead.

Mr. Taylor was being held in the jail after being arrested on two warrants for failure to appear (OWI & Possession of Controlled Substance) earlier in the day.

The Iowa Division of Criminal Investigation was contacted and subsequently completed an independent investigation into the death of Mr. Taylor. During the investigation, information was discovered that indicated that Mr. Taylor had ingested a controlled substance prior to his arrest and subsequent incarceration at the Black Hawk County Jail.

Additionally, Dr. Julia Goodin, of the Iowa State Medical Examiner’s Office, conducted an autopsy on Mr. Taylor on March 9, 2014. During the autopsy, no evidence of trauma was found. On March 26, 2014, the Office of the State Medical Examiner determined that the cause of death was acute amphetamine/methamphetamine intoxication. The manner of death was certified as accidental.

To be clear, I’m not absolving this individual of responsibility for his own actions. He obviously made some poor choices in his life. I just find it reprehensible that anyone should be gleeful or take a cavalier attitude about other people’s suffering. Glass houses and all that.

Matt, it is terrible that he died but he is the one that took the drug, nobody forced him. He caused his own death, that is what these kids bring about themselves. Meth is a terrible drug.

So that means their grave should be stomped on and their entire life should be defined by an addiction? I don’t know this guy from Adam, but I’m sure there are people who loved him. People need to exercise more compassion, empathy, sympathy, and understanding with our fellow human beings despite their flaws. The net creates anonymity and a serious lack of accountability for statements that would normally result in shunning from society both socially and professionally.

Totally agree with you Mr. Matt Rezab. And the kicker is that if drugs weren’t illegal to the degree they are punished, this man probably wouldn’t have swallowed a large amount at one time trying to avoid discovery or capture by the cops. As far as the chain of karmic command goes, the police and the lawmakers are responsible for this human being’s death. Civic responsibility versus karmic responsibility are concepts beyond LVS’s comprehension abilities. Germany had laws too remember?

I see LVS’s comment is deleted already. The spirit of the conversation gets lost when this occurs. I’m opposed to censorship. Sometimes I’ll admit, I’m glad if some things disappear (if a person was having a bad day for instance), but I’ve noticed that NIT’s censorship policy actually serves to protect the person who made the offensive comment. As far as I’m concerned, LVS’s comments should stand, and he should be able to defend them or repent from them accordingly. Censorship Sucks.
