NORTHWOOD — Worth County’s proposed administration building moved closer to bidding at the Board of Supervisors’ September 21 meeting. A week earlier, supervisors approved wetland work, a drainage repair claim and a request to join a regional juvenile detention center.
Administration building heads toward bids
On September 21, supervisors approved plans to seek bids for the county Administration Office Building Project. Bids are due by 2 p.m. October 15 and will be opened at the Worth County Courthouse in Northwood. A public hearing on the plans, contract documents and cost estimate is set for 8:30 a.m. October 19, when the board will also consider the bids.
The minutes do not state the estimated cost or award a construction contract. The action follows the board’s earlier move to consider tax increment financing for the administration building and a proposed RV park. A separate hearing on that financing proposal is scheduled for October 5.
Supervisors also approved an engagement letter with Northland Securities Inc. The minutes do not describe the letter’s terms.
Fund transfers and county business
The board authorized a $49,068.18 transfer from the Capital Projects Fund to Secondary Roads to reimburse money spent replacing the 485th culvert. The project was designated for funding through proceeds of the county’s 2023A general obligation urban renewal bonds.
A second transfer moves $87,147.92 from the American Rescue Plan Fund to the General Fund. According to the resolution, the federal funds held in that account have been disbursed; the amount being transferred is interest accumulated while the fund was in use. These transfers total $136,216.10 between county funds, rather than two newly approved construction payments.
Supervisors approved payroll eligibility verification for Cameron Cline in conservation at $50,000 a year and Pat McNally in public health at $16 an hour. They approved the sheriff’s monthly report and placed a manure management plan update for E & F Site/Summit Pork III on file.
Supervisors Mark Smeby and A.J. Stone attended the September 21 meeting. Enos Loberg was absent.
Wetland project, drainage claim and recorder appointment
At the September 14 meeting, all three supervisors voted to authorize construction of the Doug Petersburg constructed wetland connected to Drainage District No. 23, Lateral 9. They approved the following drainage claim:
- Popp Farm Drainage — Drainage District No. 35 repair — $2,100.
The board set a recorder appointment for 9 a.m. September 28. The minutes schedule the appointment but do not name a candidate.
Supervisors also approved requesting membership in the Central Iowa Juvenile Detention Center under an agreement effective July 1, 2027, and approved a Class E retail alcohol license for The Jo Stop.
