Unlicensed Mexican driver cited by Charles City police after auto collision

CHARLES CITY – An unlicensed, uninsured Mexican driver in Charles City collided with another driver and was cited for the incident.

According to Charles City police, a traffic collision took place on the afternoon of August 7, 2025. At about 3:43 PM that day, officers were called to the intersection fo Terrace Road and Clark Street on a report of a two-vehicle collision. According to police, a black Buick Enclave driven by 25-year-old Samuel De Jesus Plazaola of Mexico was stopped at a stop sign when he backed into a silver 2015 Chevy Suburban driven by Cynthia Lacy Krall of Charles City.

As a result of the collision, the Suburban had minor damage totaling $300. Plazaola was cited by police for failure to provide a valid driver’s license while operating a motor vehicle and failure to provide security against liability (insurance).
