Northern Iowa OWI suspect snared by Charles City police, later held on ICE detainer

CHARLES CITY - A man arrested by Charles City police after an early-morning traffic stop for alleged drunk driving was later listed in custody on an immigration hold, according to law enforcement and jail records.

CHARLES CITY – A man arrested by Charles City police after an early-morning traffic stop for alleged drunk driving was later listed in custody on an immigration hold, according to law enforcement and jail records.

The Charles City Police Department said officers conducted a traffic stop at about 12:30 a.m. on May 28, 2026, in the 1400 block of Gilbert Street.

As a result of the stop, Juan Jose Leosdamian, listed by Charles City police as 33 years old and from Eagle Grove, Iowa, was arrested on charges of operating while intoxicated, second offense; failure to have a valid license while operating a motor vehicle; and failure to prove security against liability.

Floyd County jail information shows Leos Damian was booked at 1:36 a.m. on May 28 by the Floyd County Sheriff’s Office. His custody status was later updated on May 29 to show he had been transferred to another facility.

Additional custody information shows Juan Jose Leosdamian (pictured at top), listed as 34, was booked into the Linn County Correctional Center in Cedar Rapids at 2:17 p.m. on May 29, 2026. His jail status was listed as “hold immigration,” with the charge description listed as “HOLD – IMMIGRATION AND CUSTOMS ENFORCEMENT.”

The immigration hold indicates federal immigration authorities requested custody action involving the defendant. It does not, by itself, establish a final immigration status or outcome.

The case began with a local traffic stop in Charles City, but the later ICE hold moved the matter beyond a routine OWI arrest.

No additional court disposition was included in the information provided. A criminal charge is merely an accusation, and the defendant is presumed innocent unless and until proven guilty in court.
