The Board of Supervisors of Cerro Gordo County, Iowa, met in special session pursuant to adjournment at
9:00 a.m. Present: Chairman Casey Callanan, Vice Chairwoman Lori Meacham Ginapp, Supervisor Chris Watts, and various members of the public.

The purpose of the meeting was to discuss the opioid settlement, childcare program, and receive a building and grounds update.

With no further business, the meeting adjourned at
9:45 a.m.

Various tabulations, reports, correspondence and other documents that were presented at today’s meeting are placed on file with the supplemental minutes.

PROCEEDINGS OF THE BOARD OF SUPERVISORS
September 18, 2023

The Board of Supervisors of Cerro Gordo County, Iowa, met in regular session pursuant to adjournment. Present: Chairman Casey Callanan, Vice Chairwoman Lori Meacham Ginapp, Supervisor Chris Watts and various members of the public.

Chairman Callanan convened the meeting at 10:00 a.m.

Watts moved with Callanan seconding, to approve today’s agenda and the minutes for the September 11, 2023, regular sessions. Motion passed unanimously.

Public comment session was held.

Meacham Ginapp moved with Watts seconding, to approve claims. Motion passed unanimously.

Watts moved with Meacham Ginapp seconding, to approve payroll register for period ending 09/09/2023. Motion passed unanimously.

Watts moved with Meacham Ginapp seconding, to approve State of Iowa 509A Certificate of Compliance for Health Insurance and authorize the Chair to sign. Motion passed unanimously.

Meacham Ginapp moved with Watts seconding, to approve 12-month Class C Liquor License for Avion Azul. Motion passed unanimously.

Watts moved with Meacham Ginapp seconding, to approve the Clerk’s Monthly Report of Fees. Motion passed unanimously.

Watts moved with Meacham Ginapp seconding, to authorize the Chair to sign disclaimer for Conservation property. Motion passed unanimously.

Watts moved with Meacham Ginapp seconding, to approve the participation in Child Care Works Initiative Program pending recommendations from Public Health. Motion passed unanimously.

Watts moved with Meacham Ginapp seconding, to approve the Driveway Request for Bonham Construction. Motion passed unanimously.

County Engineer Billings provided an update.

Watts moved with Meacham Ginapp seconding, to authorize Chair to sign Agreement with Barkema Land Company. Motion passed unanimously.

Meacham Ginapp moved with Watts seconding, to authorize the Chair to sign Purchase Agreements with Larry & Carolyn Nuehring, William & Janelle Nuehring, and Partridge Farms, LLC for project L-J34D(234)—73-17 Pheasant Avenue Project. Motion passed unanimously.

Watts moved with Meacham Ginapp seconding, to adopt Resolution 2023-89, WHEREAS, the Board of Supervisors is empowered under authority of the Iowa Code Sections 321.255 and 321.285, to determine upon the basis of an engineering and traffic investigation, that the speed limit of any secondary road is greater than is reasonable and proper under the conditions existing, and may determine and declare a reasonable and proper speed limit, and WHEREAS, such an investigation has been requested by a citizen and has been completed by the Cerro Gordo County Engineer, and WHEREAS, the traffic study indicated the 35 MPH speed limit should be reduced to 25 MPH based on the 85th percentile of the study. NOW THEREFORE, BE IT RESOLVED BY THE BOARD OF SUPERVISORS OF CERRO GORDO COUNTY that the speed limit be established and appropriate signs be erected at the location described as follows: Posted 25 MPH on 242nd Street, east of Balsam Avenue, within Ventura Heights Subdivision to a point approximately 1840 feet to the existing 15 MPH zone. This reduced speed zone shall apply to both eastbound and westbound traffic in the described area. This modified speed zone shall take effect upon passage of this resolution and proper erection of required signs. Motion passed unanimously.

The Board went into recess at 10:20 a.m.

Chairman Callanan reconvened the meeting at
10:30 a.m.
Cerro Gordo County joined Hancock County via phone on Joint Drainage District 113/123 and Drainage District 16 Main Open Ditch Repair.

Watts moved with Rayhons seconding, to approve Construction Contract with Reutzel Excavating, Inc, the Performance, Payment, and Maintenance Bond, and Certificate of Insurance. Motion passed unanimously.

Watts moved with Meacham Ginapp seconding, to adjourn at 10:34 a.m. Motion passed unanimously.

PROCEEDINGS OF THE BOARD OF SUPERVISORS

September 19, 2023

 

The Board of Supervisors of Cerro Gordo County, Iowa, met in special session pursuant to adjournment. Present:  Vice Chairperson Lori Meacham Ginapp and Supervisor Chris Watts, and various members of the public. Absent: Chairman Casey Callanan.

 

Vice Chairperson Meacham Ginapp convened the meeting at 10:00 a.m.

 

Watts moved with Meacham Ginapp seconding, to approve today’s agenda. Motion passed.

 

Public comment session was held.

 

Watts moved with Meacham Ginapp seconding, to adopt Resolution 2023-90, Whereas the Central Springs Special Election was held on Tuesday, September 12, 2023; and, Whereas the official canvass of the results of the September 12, 2023 Central Springs Special Election by the Cerro Gordo County Board of Supervisors was scheduled for 10:00am on September 19, 2023; and, Whereas the Board was publicly and duly met and opened and canvassed the tally lists from the September 12, 2023 Central Springs Special Election; and, Whereas the Board has corrected any and all obvious clerical errors as recorded in the minutes of the canvass, And whereas, Pursuant to Iowa Code Section 50.22, the commissioner of elections reported that there was one provisional ballot rejected and not counted. Now, therefore, the Board of Supervisors hereby certifies and declares the final results of the election in the official abstract of the election. Motion passed.

 

Watts moved with Meacham Ginapp seconding, to adjourn at 10:05 a.m. Motion passed.
