We just finished the twelfth week of a fourteen week session.
This week we had the 65th annual Iowa Prayer Breakfast with featured speaker Alistair Begg, which was a well attended and timely message on the love and kindness of the Lord.
House File 2514 was passed unanimously in the Senate on Monday! This bill codifies the state Child Care Assistance (CCA) pilot program that permits eligibility for child care workforce regardless of income. As we work to improve access to affordable child care in the state, this policy is one way we can build on the successes of a pilot program passed several years ago. Under this bill, a parent, guardian, or custodian must be employed at a child care facility or home located in Iowa. They must average at least 32 hours a week in a position where the primary duty is providing child care directly to children and are regularly counted in the child-to-staff ratio.
House File 2564 was passed—This bill is regarding a pregnant minor seeking maternal health care but is unable to do so without parental consent. This policy works to balance the safety and health of a minor to ensure care is available to both the baby and the mother but still involves the parents in the decision-making process. House File 2543— Subacute Mental Health Care Facilities Reforms-This is an intermediate service between acute care and obtaining a sustainable lifestyle.
Senate File 2470—Event Driven Contracts (Prediction Market). The broader scope of this legislation is to regulate online betting in all categories. Your senator was the only one to vote no.
SF 2464 passed the senate which raises taxes on Medicaid, although I voted no.
Senate Republicans release budget target for FY27 (Fiscal Year 2027). Senate Republicans have set their target at $9.623 billion. FY27 will be the second full year of the historic 3.8 percent flat income tax, saving Iowa taxpayers billions of dollars. The tax savings from this reduction has not yet appeared in our local Iowa economies. Buy local.
A $9.623 billion budget target would leave the state budget with a projected total of $4.8 billion in ending balance, the Taxpayer Relief Fund, and the rainy day funds at the end of FY27. A target of $9.623 billion includes the nearly $100 million in new money for K-12 education passed in earlier in the session and a total increase of $114 million in new spending for the next fiscal year.
Less government, less taxes. We cannot continue to increase both endlessly.
