Waterloo, IOWA — Thirty-nine year old Richard Allan Anderson was taken into custody today after the Division of Criminal Investigation (DCI) secured warrants for his arrest. Anderson is being charged with one count of Interference with Official Acts While Displaying a Dangerous Weapon, a Class D Felony.

On May 15, 2013 at approximately 1:05 PM, the Black Hawk County Emergency Communications received a 911 call from an individual, indicating a white man with a knife was making statements indicating he “would not be taken alive.”
Waterloo Police Department officers responded to the 200 Block of E. 4th Street in Waterloo to investigate the report. Upon arrival, officers located Anderson, who matched the subject description given by the 911 caller. Anderson was carrying a knife and repeatedly yelled at officers, demanding they shoot him. Anderson refused to follow the officers’ repeated commands to drop the knife and he continued to advance toward the officers.
Officers eventually fired upon Anderson to mitigate the threat he posed to himself and the officers. Anderson was shot multiple times before receiving emergency medical treatment. His injuries were serious and Anderson remained hospitalized until this arrest.
Through the course of the investigation DCI agents later learned that Anderson was the original 911 caller.
Anderson is currently being held on $100,000 bond at the Black Hawk County Jail.
After the shooting incident all officers involved in the incident were interviewed. One officer was placed on paid administrative leave pending the outcome of the criminal investigation.
