Lake council meeting Monday night

CLEAR LAKE – The Clear Lake Council meets Monday night at 6:30.

On the agenda is discussion of the North Shore Drive Streetscape project.  Plans for the project will be introduced by City Administrator Scott Flory and architect Jason Petersburg.  The project will be improving the 400 block of North Shore Drive between the Surf Ballroom,the “3 Stars Plaza” and Buddy Holly Place.  It’s about a $200,000 project.  The next phase is a public hearing on the plans and bid letting, coordinated through the Iowa DOT.  The project should be completed by mid-November.

  1. You may be partially correct, but they still are required to have probable cause.

    I just now figured out you are the guy I saw speaking at the council meeting regarding the noise ordinance.

  2. Yeah, uh huh, sure thing. One would have surmised the chief to be duty bound to enforce a traffic law to begin with. I doubt there would be any arrest, rather a citation “might” be issued.

    1. A law enforcement officer can detain you for even the simplest traffic infraction if he chose to. Most of the time, obviously they do not, but the right exists for them to. The only reason people are sent on their way, is because the sign the ticket which states they understand the charges brought against them and they promise to appear in court at the said date and time, or pay the specified fine. Basically the officer is releasing you on the spot on Zero Bond. Now if you fail to appear in court or fail to pay the fine, an arrest warrant will be issued for you.
