CEDAR RAPIDS – An Ohio man who alleged gunned down his victim was hiding out in Iowa, but U.S Marshals and local police were able to track him down and nab him as he walked out of a home.

Police allege that following a confrontation, Isael Eduardo Rios, age 24 of Lorain, Ohio, was shot to death in Elyria, Ohio, in the early morning hours September 2, 2023. This led to an arrest warrant on a charge of first-degree murder for a suspect, 25-year-old Antoine Darnell Julis Richardson (pictured above in jail photo) of Ohio.

On Sept. 6, investigators with the Elyria Police Department contacted the U.S. Marshals requesting assistance in the location and apprehension of Richardson. After developing information indicating Richardson had fled the state, the USMS began coordinating with other USMS fugitive task forces outside of Ohio. In early October, USMS investigators established a likely location for Richardson, and began coordinating with the USMS in Northern Iowa.

Shortly thereafter, the USMS narrowed their search to an address in the 1200 block of 29th Street NE in Cedar Rapids. Marshals working with the Cedar Rapids Police Department Special Response Team, acquired a search warrant for the property. As CRPD SRT approached, Richardson was identified exiting the rear of the residence and promptly taken into custody on the afternoon of October 5. Richardson was transported to the Linn County Correctional Center. Richardson will remain in custody until extradion to Ohio.

The U.S. Marshals Service is the federal government’s primary agency for fugitive investigations. Nationwide, 60 local task forces are dedicated to violent crime reduction by locating and apprehending wanted criminals. These task forces also serve as the central point for agencies to share information on fugitive matters. The Northern Iowa Fugitive Task Force comprises officers from the U.S. Marshals Service, U.S. Immigration and Customs Enforcement, Cedar Rapids Police Department, Waterloo Police Department, Marion Police Department, Sioux City Police Department, the Nebraska State Patrol, the Iowa Division of Criminal Investigation, and the Iowa Department of Corrections.
