When a homeowner or business owner signs up for the UPD SafeCam program, an officer issues them a window decal that they can display to show their participation in the program. If criminal activities occur at or near their property, an officer can contact the owner to notify them of the crime in their area and request to review their camera footage to see if it captured the event. If so, the officer may use the information to identify, and ultimately, apprehend the culprit. 

In compliance with privacy guidelines, the UPD will never ‘tap’ into a business or residential surveillance system, ask for personal information, continuously monitor the system, or release any information unless required by a court order. Participation is voluntary, and owners can opt out at any time.

Security Camera Technical and Installation Requirements

Businesses in Utah using security camera systems must meet strict technical and installation requirements or standards, like the ones set by the Unified Fire Authority (UFA) Security Camera Standards. These standards state that all equipment—cameras, mounts, cabling, software, server, and storage—must be new, current, and sourced from authorized vendors.

These camera systems should be capable of storing at least 60 days of footage and strategically placed to ensure full coverage of both the interior and exterior of the building. All the security components should be properly mounted and tested for peak performance. Businesses should also keep documentation such as warranties and installation records on file to maintain accountability and long term support for their system. 

Legal and Privacy Considerations

According to federal privacy laws, it is generally acceptable to record video in public areas, though consent is usually needed to record audio. Some state privacy laws, including Utah, require consent for businesses looking to hide cameras in areas that are thought of as private. However, in all other public areas of the business, owners are allowed to install cameras without permission. Some cities and counties in Utah may have their own requirements, so business owners should research what is required in their area before installing.

For security and alarm companies installing the camera systems, Utah law requires they be properly licensed, have proof of insurance, have all their employees pass the required exams and background and experience checks, and comply with all federal, state, and local requirements. 

Businesses and homeowners participating in official camera registration programs should know that their participation is voluntary and that they retain control over their footage. Data sharing with law enforcement is typically limited to specific requests or emergencies to protect business and owner privacy and customer trust.
