Winnebago County supervisors move nuisance ordinance toward final approval, table DNR agreement

FOREST CITY — The Winnebago County Board of Supervisors moved closer to adopting changes to the county’s nuisance ordinance Tuesday, July 28, after holding a public hearing and unanimously waiving the first and second readings of the proposed amendment.

The latest action marks the culmination of several weeks of discussion. Supervisors first tabled the ordinance in mid-June to allow additional review before later scheduling the July 28 public hearing. Read more about those earlier discussions here.

The hearing drew no public comments. After closing the hearing, supervisors voted to waive the first and second readings, leaving the ordinance to return to a future agenda for final approval.

During the June 30 meeting, supervisors officially set the July 28 hearing date while continuing work on the proposed amendment. That earlier meeting also included approval of the county’s $23.6 million budget and support for a new Bear Creek Golf Course clubhouse project:

Supervisors also revisited fencing concerns at Benny Hostleter’s property. Board members said they want the fence installed at the request of the zoning administrator and favored adding a living fence to screen the metal fencing. They also agreed the fence should not extend to the tip of the property because of potential snow removal issues. The matter is scheduled to return at the board’s Aug. 11 meeting.

The board tabled action on a proposed 28E agreement with the Iowa Department of Natural Resources.

Drainage Clerk Kris Oswald updated supervisors on drainage matters before County Engineer Scott Meinders briefed the board on several secondary road projects. Meinders reported that one of the county’s newer road maintainers requires repairs, two new box culverts will be installed south of Buffalo Center, and depositions were taking place in Mason City in connection with the Dillavou trial.

Road equipment has remained a major topic for supervisors in recent weeks. Earlier this month the board approved the purchase of a nearly $400,000 Caterpillar motor grader to support the county’s secondary road operations.

Supervisors approved payroll claims, acknowledged receipt of the Lime Creek Site No. 71744 manure management plan, and adjourned until their next meeting on Aug. 4.
