FOREST CITY — The Winnebago County Board of Supervisors tabled action on a nuisance ordinance, heard updates on road work and drainage matters, approved fund transfers and paid county claims during its regular meeting on June 16, 2026.
Supervisors Bill Jensvold, Terrell Durby and Susan Smith were present for the meeting, which began at 9:00 a.m.
The board approved the minutes from the June 9 meeting and approved the June 16 agenda.
Kris Oswald, drainage clerk, discussed drainage matters with the board.
Ethan Schutter, maintenance supervisor, updated supervisors on secondary road matters, including work expected to begin soon at Rice Lake. He also reported that A38 micro surfacing is set to begin, the Iowa Department of Natural Resources will replace the drop box at Myre Slough, dust pods are complete on the first mile of 150th Avenue with work underway on the second mile, and crews are finishing a rock run near Thompson.
The board tabled the county’s nuisance ordinance until June 30. Supervisors plan to reset the public hearing on that date.
Nuisance ordinances can be important enforcement tools for counties dealing with unsafe properties, junk, debris, abandoned vehicles, dilapidated buildings or other public health and safety concerns. At the same time, such ordinances can draw scrutiny from property owners if enforcement rules are unclear or overly broad.
Supervisors approved two auditor’s transfers: $40,000 from General Basic to Maintenance Projects, and $20,000 from General Basic to IT Projects.
Those transfers point to two recurring county needs: maintaining public buildings and infrastructure, and keeping county technology systems up to date.
The board also approved payroll claims.
The auditor’s office reported receiving manure management plans for High Brook Farms LLC 1, facility #59536, and Ovation Farms, facility #60786, both in Winnebago County.
The meeting adjourned until 9:00 a.m. June 23, 2026.
