MASON CITY – The following are the expenses paid by Cerro Gordo county and Board of Supervisor meeting minutes for the period ending on April 1, 2024:

PROCEEDINGS OF THE BOARD OF SUPERVISORS
April 1, 2024

The Board of Supervisors of Cerro Gordo County, Iowa, met in regular session pursuant to adjournment. Present: Chairperson Lori Meacham Ginapp, Vice Chairperson Chris Watts, Supervisor Casey Callanan, and various members of the public.

Chairperson Meacham Ginapp convened the meeting at 10:00 a.m.

Callanan moved with Watts seconding, to approve today’s agenda. Motion passed unanimously.

Callanan moved with Watts seconding, to approve the minutes for the March 25, 2024 special session and the March 25, 2024 regular session. Motion passed unanimously.

Callanan moved with Watts seconding, to approve claims. Motion passed unanimously.

Watts moved with Callanan seconding, to approve the payroll register for period ending 03/23/2024. Motion passed unanimously.

Callanan moved with Watts seconding, to set the public hearing for the FY25 proposed budget for April 22, 2024 at 10:05 a.m. Motion passed unanimously.

Callanan moved with Watts seconding, to notify YB LLC the County is satisfied with Paragraph 7 of the purchase agreement for 215 North Adams. Motion passed unanimously.

Callanan moved with Watts seconding, to approve dock permit 61P. Motion passed unanimously.

Watts moved with Callanan seconding, to adopt Resolution 2024-29, WHEREAS, the Board of Supervisors is empowered under authority of the Iowa Code Sections 321.255 and 321.285 to determine upon the basis of an engineering and traffic investigation, that the speed limit of any secondary road is greater than is reasonable and proper under the conditions existing, and may determine and declare a reasonable and proper speed limit, and WHEREAS, such an investigation has been requested by the Board of Supervisors and has been completed by the Cerro Gordo County Engineer, and WHEREAS, the County Engineers recommendation indicates the 45 MPH speed limit should be reduced to 35 MPH based on the speed of adjacent roads. NOW THEREFORE, BE IT RESOLVED BY THE BOARD OF SUPERVISORS OF CERRO GORDO COUNTY that the speed limit be established and appropriate signs be erected at the location described as follows: Posted 35 MPH on Dogwood Ave., South of the intersection of Southshore Drive and Dogwood Ave. to the intersection of B35 and Dogwood Ave. This reduced speed zone shall apply to both Southbound and Northbound traffic in the described area. This modified speed zone shall take effect upon passage of this resolution and proper erection of required signs. Motion passed unanimously.

Callanan moved with Watts seconding, to adopt Resolution 2024-30, WHEREAS, the Board of Supervisors is empowered under authority of the Iowa Code Sections 321.255 and 321.285, to determine upon the basis of an engineering and traffic investigation, that the speed limit of any secondary road is greater than is reasonable and proper under the conditions existing, and may determine and declare a reasonable and proper speed limit, and WHEREAS, such an investigation has been requested by the Board of Supervisors and has been completed by the Cerro Gordo County Engineer, and WHEREAS, the County Engineers recommendation indicates the 55 MPH speed limit should be reduced to 45 MPH based on the speed of adjacent roads. NOW THEREFORE, BE IT RESOLVED BY THE BOARD OF SUPERVISORS OF CERRO GORDO COUNTY that the speed limit be established and appropriate signs be erected at the location described as follows: Posted 45 MPH on B35, South of the intersection of Southshore Drive and B35 to the intersection of B35 and Balsam Ave. This reduced speed zone shall apply to both eastbound and westbound traffic in the described area. This modified speed zone shall take effect upon passage of this resolution and proper erection of required signs. Motion passed unanimously.

Chairperson Meacham Ginapp opened the public hearing on repairs for Drainage District 1 at 10:05 a.m.

Callanan moved with Watts seconding, to continue the public hearing on April 29, 2024 at 10:05 a.m., direct the Drainage Engineer to revise his report accordingly with respect to repairs to Drainage District 1, and report back. Motion passed unanimously.

County Engineer Billings provided an update.

Watts moved with Callanan seconding, to adjourn at
11:00 a.m. Motion passed unanimously.

The Board of Supervisors of Cerro Gordo County, Iowa, met in special session pursuant to adjournment at
9:30 a.m. Present: Chairperson Lori Meacham Ginapp, Vice Chairperson Chris Watts, Supervisor Casey Callanan, and various members of the public.

Callanan moved with Watts seconding, to approve today’s agenda. Motion passed unanimously.

Public comment session was held.

Chairperson Meacham Ginapp opened the public hearing on the proposed Cerro Gordo County property tax levy for year ending Jun 30, 2025 at 9:30 a.m.

Watts moved with Callanan seconding, to close the public hearing. Motion passed unanimously.

Watts moved with Meacham Ginapp seconding, to adjourn at 9:47 a.m. Motion passed unanimously.

Various tabulations, reports, correspondence and other documents that were presented at today’s meeting are placed on file with the supplemental minutes.
