SUMMARY:
The Floyd County Board of Supervisors held a regular meeting on April 14, 2026, at the county courthouse with supervisors Gloria Carr, Boyd Campbell, and Frank Rottinghaus in attendance. Following the approval of the agenda and the minutes from the March 31 session, the board moved to approve a series of county and engineer claims. During the meeting, Tammy Tincher from the National Association of Counties (NACo) provided a presentation regarding the benefits of membership for the county and its residents. Additionally, all three supervisors attended an Assessor Board meeting, while individual members reported on activities related to workforce development, drainage district projects, and transportation policy boards.County Engineer Adam Miller provided a comprehensive update on Secondary Roads, highlighting ongoing work on culvert sections, road blading, and ditch regrading. Miller also informed the board that the county has been awarded a $1,404,104 Competitive Highway Bridge Program Grant. Following these updates, the supervisors approved the FY27 Iowa Department of Transportation Secondary Road Budget and the related five-year program. Conservation Director Tyron Steere also addressed the board to provide a department update and discuss potential changes to ordinances establishing rules for conservation areas.A significant portion of the meeting was dedicated to the formal adoption of the county’s financial plans. After opening a public hearing for the FY27 County Budget and receiving no public comment, the board approved the salaries for elected officials. This included a 6.5% increase for the County Attorney and Sheriff, a 2.5% increase for the Supervisors, and a 2.9% increase for the Auditor, Recorder, and Treasurer. The board then passed Resolution 11-26 to officially adopt the FY27 County Budget and certify the property tax levies. A separate public hearing was scheduled for May 12 to address a budget amendment for the current 2026 fiscal year.The supervisors also finalized several administrative agreements and policy updates. These included a Mental Health Advocate Memorandum of Understanding with Howard County and an agreement between the Assessor’s Office and Planning and Zoning regarding building permit intake. The board adopted updated policies for courthouse and law enforcement center entrances as well as county-owned vehicle parking. In personnel news, the board noted a pay increase for Jailer Tyler Mack and the upcoming resignations of PRN Dispatcher Jamie Ekwall and Driver’s License Clerk Shelby Haberkorn.
