President Trump declines to enforce sanctions on Russia

WASHINGTON, D.C. – President Trump will not enforce sanctions on Russia that were approved by Congress last year.

Through a State Department spokesperson, the Trump Administration says the bill that was passed by Congress on August 2, 2017, is a “deterrent” against Russia and actually enforcing sanctions isn’t necessary. When the bill was passed, Trump said, “the bill remains seriously flawed – particularly because it encroaches on the executive branch’s authority to negotiate” and to “strike good deals for the American people.”

The statement from the Trump Administration said:

“We are using this legislation as Congress intended to press Russia to address our concerns related to its aggression in Ukraine, interference in other nations’ domestic affairs and abuses of human rights. Foreign governments and private sector entities have been put on notice, both publicly and privately, including by the highest-level State Department and other U.S. government officials where appropriate, that significant transactions with listed Russian entities will result in sanctions.

“Given the long timeframes generally associated with major defense deals, the results of this effort are only beginning to become apparent. From that perspective, if the law is working, sanctions on specific entities or individuals will not need to be imposed because the legislation is, in fact, serving as a deterrent.

“Further details are contained in a classified report we have submitted to Congress.”

Even as the U.S. won’t actually be sanctioning Russia, a list of associates connected to Russian President Vladimir Putin was released by the federal government, seemingly putting dozens of rich oligarchs on notice that the sanctions, if enforced, would come down on them and make doing business internationally a challenge.

U.S.-Russian relations remain icy. On Monday, their militaries had a nasty confrontation. The United States noted on Monday with the highest level of concern the latest incident of unsafe Russian military practices, over the Black Sea on January 29. As confirmed by U.S. Naval Forces Europe, a Russian SU-27 engaged in an unsafe interaction with a U.S. EP-3 in international airspace, with the Russia pilot closing to within 5 feet and crossing directly in front of the EP-3’s flight path. While the U.S. aircraft was operating under international law, the Russian side was flagrantly violating existing agreements and international law, in this case the 1972 Agreement for the Prevention of Incidents On and Over the High Seas (INCSEA). This is but the latest example of Russian military activities disregarding international norms and agreements. We call on Russia to cease these unsafe actions that increase the risk of miscalculation, danger to aircrew on both sides, and midair collisions.
