Winnebago County supervisors set budget amendment hearing, approve drainage engineer

FOREST CITY – The Winnebago County Board of Supervisors set a public hearing for a budget amendment, appointed an engineer for drainage work and discussed road maintenance matters during its May 5 meeting.

Supervisors Bill Jensvold, Terry Durby and Susan Smith were present for the meeting, which began at 9 a.m. The board approved the April 28 meeting minutes and the May 5 agenda.

Kris Oswald, drainage clerk, met with the board to discuss drainage matters. Supervisors approved appointing Jacobson-Westergard as engineer to survey Drainage District 35 Lateral 12 Waterway for possible needed repairs.

Oswald also discussed a letter from Faribault County, Minnesota, regarding invoices dating from 2002 to 2019 in joint drainage districts. According to the minutes, Oswald will speak with the Iowa Drainage District Association and other counties to determine policies and what the district may be responsible for. Supervisors, acting as trustees, said they would like a contract between the two counties for any future repairs.

Ethan Schutter, maintenance superintendent, discussed Secondary Road matters, including spot loads, edge ruts and pulling in shoulders on blacktops. On 70th north of A16, Jensvold raised concerns about animal holes in the ditch. The minutes said discs will soon be used to pull in shoulders.

The board also set a public hearing for fiscal year 2026 Budget Amendment #2 for 9 a.m. May 26.

During open forum, there was discussion about the hours of operation at the Hanson Nature Center. The minutes noted that individuals have tried to visit the building and found it closed.

Supervisors approved cancellation of several old warrants, including checks issued in 2024 to Ethan Schutter, Sara Olson, Spencer Krutsinger, Marisa Koppen, Terry Durby, Examtables Direct, Wex Bank, Troy Thompson and Dean Anderson.

The board approved claims and payroll claims. The auditor’s office also received manure management plans for Johnson West #58515, FO49 #58839 and Norske 5 #58514 in Winnebago County.

The meeting was adjourned until 9 a.m. May 12.
