DES MOINES — Gov. Reynolds signed the “Hands-Free” bill into law, dealing a blow to pesky distracted drivers and mandating that if driving in Iowa and using a cell phone, it is illegal to hold it in your hands.
The Iowa State Patrol applauded the signing of the bill, saying, “In a packed room, Governor Kim Reynolds formally signed the hands-free driving bill into law today. This makes Iowa the 31st state to enact hands-free legislation that will enhance road safety and save lives.”
Kim Reynolds said on Wednesday at the bill-signing ceremony at the Capitol, “Today, I had the honor of signing the hands-free bill into law. As I said in my Condition of the State, cell phone use while driving is deadly. This law will save lives and make our roads safer for every Iowan.
“30 States across the country have passed lifesaving, hands-free legislation, and today Iowa became number 31,” Reynolds continued. “It’s especially meaningful that we did so on April 2, exactly two years to the day Roland Taylor was tragically killed by a distracted driver. It was an honor to sign this bill in his memory and in memory of every Iowan lost to distracted driving.”
The hands-free law will go into effect on July 1, 2025.

Does this law apply to the police as well? If so can we make citizens arrests?
You can try. Heard today that you can use your phone while driving, but it should be in a holder or on the seat next to you. You can use the speaker to talk.
