CHARLES CITY — Floyd County supervisors rejected a liquor license after the applicant failed to obtain required insurance, advanced a county highway project and discussed new signs promoting employment and housing opportunities for veterans during their Tuesday, August 4, 2026, meeting.
Supervisors Gloria Carr, Boyd Campbell and Frank Rottinghaus attended the 9 a.m. meeting in the Floyd County Courthouse board room.
Salinas liquor license not approved
Board Chair Gloria Carr reported that a condition attached to the previously considered Salinas liquor license had not been satisfied.
The applicant was required to obtain dram shop insurance, which provides liability coverage related to the sale and service of alcoholic beverages. Because the required documentation was not completed and found compliant, the conditions of the board’s earlier motion were not met and the license was not approved.
Home Base Iowa signs planned
Tim Fox, CEO of the Charles City Area Development Corporation, discussed installing Home Base Iowa signs at entrances to Floyd County.
The statewide initiative connects veterans with employment, housing and other opportunities in Iowa.
Fox also highlighted Floyd County’s veteran housing incentive, which provides eligible veterans with a $10,000 interest-free loan to purchase or improve a home.
Fox will seek permits for five signs at county entrances. County Engineer Adam Miller agreed to assist with their installation.
The county’s work supporting veterans follows other local efforts, including the board’s recent decision to appoint Ed Abbott to the Floyd County Veterans Affairs Commission.
Property-tax applications decided
Supervisors unanimously approved the following property-tax benefit applications:
156 Homestead Tax Credit applications
84 Homestead Exemption applications
18 Disabled Veteran Homestead Property Tax Credit applications
20 Military Service Property Tax Exemption applications
The board disallowed:
Three Homestead Tax Credit applications
Three Homestead Exemption applications
Two Disabled Veteran Homestead Property Tax Credit applications
Three Military Service Property Tax Exemption applications
The minutes did not identify the affected property owners or state why the 11 applications were disallowed.
Highway plans approved
The board unanimously approved final plans for Project HDP-C034(117)—6B-55.
The minutes did not provide a description or estimated cost for the project.
Roads and bridges have remained regular topics for county leaders. Earlier this year, supervisors addressed deteriorating bridge conditions and reduced the posted weight limits on a one-lane structure.
EMS study agreement received
Supervisors acknowledged receiving a service agreement from Public Consulting Group for an Emergency Medical Services transport feasibility study. No action was recorded on the agreement.
Campbell reported attending a North Iowa Area Council of Governments policy board meeting. Rottinghaus and Carr participated in an Iowa emergency medical system webinar.
The meeting minutes also listed a future discussion concerning General Assistance fees.
Supervisors will not meet Tuesday, August 11. The August 4 meeting adjourned at 9:22 a.m.
The board approved $191,331.72 in county and engineer claims. Another recent Floyd County meeting included a $25,000 funding request from the Northeast Iowa Food Bank and approval of a new dispatcher hire.
