CHARLES CITY — The Floyd County Board of Supervisors heard a request for $25,000 toward a major Northeast Iowa Food Bank expansion, reviewed upcoming county technology changes and approved several personnel and financial matters during its Tuesday, July 21, 2026, meeting.
Supervisors Gloria Carr, Boyd Campbell and Frank Rottinghaus attended the 9 a.m. meeting at the Floyd County Courthouse. All recorded votes passed 3-0, and no one spoke during public comment.
Barbara Prather of the Northeast Iowa Food Bank appeared with Cheryl Erb and Jen Burton to discuss the organization’s capital campaign and growing demand for food assistance.
The representatives requested $25,000 and said the number of people needing assistance has increased by more than 20,000. Food bank programs include the Backpack Program, after-school meals, summer feeding programs and a monthly Mobile Food Pantry at the Floyd County Fairgrounds.
The organization is raising money for a $14.5 million remodeling and expansion project. Approximately $8 million has already been secured, including an American Rescue Plan Act matching grant.
The minutes did not indicate that supervisors took action on the $25,000 request.
County preparing for .gov email transition
Floyd County Information Technology Director Bernie Solomon reported that courthouse parking-lot cameras were scheduled to be replaced during the week and that the county’s new AS400 system had been mounted.
The county is preparing to transition to Microsoft Government licensing in August. As part of that change, county email accounts will move to the .gov domain, while Floyd County Public Health will be brought onto the county’s domain.
Solomon also reported that a new HVAC computer had been installed. The county is evaluating Neapolitan and GovStack as possible website platforms, with usability and cost among the considerations.
Supervisors unanimously approved Motorola Solutions Change Order 008. The meeting minutes did not list the financial amount or specific work covered by the change order.
Dispatcher hired at $26.66 per hour
The board noted the hiring of Taylor Rottinghaus as a county dispatcher at $26.66 per hour, effective July 7.
Supervisors also appointed Bill Dow to the Floyd County Conservation Board. Conservation Director Tyron Steere provided an update, although detailed information from his presentation was not included in the minutes.
Board corrects interest allocation
Supervisors approved Resolution 31-26, authorizing a corrective operating transfer of $1,370.81 from the Emergency Communications Fund to the General Basic Fund.
The money represented interest earnings that had inadvertently been credited to the Emergency Communications Fund after that fund stopped earning interest. The county auditor was directed to make the accounting corrections and notify the treasurer.
The board also voted to stop interest on Floyd County Medical Center ECI-School Ready Fund 24000 retroactive to June 30, 2026. The treasurer was authorized to move the money into a non-interest-bearing bank account.
Supervisors reported attending several recent community and governmental events. Carr attended an Iowa Utilities Commission summit webinar, while Rottinghaus attended a Charles City Chamber Board meeting.
Carr and Rottinghaus attended the grand opening of The Collective on 13th. All three supervisors attended the ribbon-cutting ceremony and grand opening for the Floyd County Medical Center addition, while Carr and Campbell attended the Floyd County Fair.
Home Base Iowa Program signage was listed as a future agenda item.
The board approved county claims numbered 104 through 141 and engineer claims numbered 10023 through 10034. The listed claims totaled $301,839.28.
