DUBUQUE – An Iowa man was struck and killed on a busy road in this Northeast Iowa city.

On April 30, 2024, at approximately 11:55 PM, Dubuque Police Officers responded to the eastbound lanes of the 3100 block of Highway 20 for the report of a pedestrian struck by a motor vehicle. David Miller, age 47 of Dubuque, was located lying in the roadway unresponsive and with significant head trauma. Lifesaving efforts were initiated by Dubuque Police and Dubuque Fire staff, but they were ultimately unsuccessful and Miller was pronounced deceased at 12:06 AM.

The driver of the vehicle, who remained on scene and met with police, was identified as Charles Calkins, age 53 of East Dubuque. At this time, the investigation determined Miller entered the roadway on foot as Calkins’ vehicle was traveling eastbound.

This incident is still under investigation, however no charges are pending against Calkin. Miller’s body will be sent for an autopsy at the State Medical Examiner Office in Ankeny.
