Cops searching for escaped Waterloo convict

WATERLOO – A man placed in a Waterloo halfway house who put a child in danger causing serious injury is on the loose and police are asking for help locating him.

Robert Recco Holmes, Jr., age 23, was placed on escape status following an unexcused absence from the Waterloo Work Release Facility. Holmes was initially transferred to work release on August 14, 2013 and released to parole on November 27, 2013 on a charge of Child Endangerment-Serious Injury. Holmes was ordered back to work release following a parole revocation on October 6, 2014. This sentence began on May 28, 2010.

Information as to Holmes’ whereabouts should be reported to the Waterloo Police Department or Black Hawk County Sheriff’s Department.
