DES MOINES—The combination of cooler weather slowing evaporation rates and near normal rainfall in the past two weeks allowed soil moisture levels to slightly improve. However, streamflow conditions are below normal for the majority of the state, and water levels in large natural lakes continue to drop. Shallow groundwater levels continue to be at or near historic lows.
