
MASON CITY – This Northern Iowa man was placed on probation in 2021 for felony eluding and drunk driving while toting illegal drugs in Hancock county, but after local judge Karen Salic discharged him from probation years early, he was caught speeding, driving carelessly, and operating while intoxicated near Mason City.
Collin Michael Koopman, age 28, was stopped by the Iowa State Patrol in Cerro Gordo county on June 15, 2025. He was arrested on a charge of first-offense operating while intoxicated, careless driving, and speeding up to 20 miles per hour over the speed limit. He was booked into the Cerro Gordo county jail at 12:44 AM the next morning. Koopman was released from jail that same day on his own recognizance as he awaits a preliminary hearing set for July 3, 2025.

Records show Koopman was placed on 5 years of probation back in 2021. He had been arrested by the Hancock county sheriff’s office in May of 2020 on a charge of felony D ELUDING – INJURY, OWI, DRUGS OR PARTICIPATE IN FELONY and felony drug possession (marijuana). In a January of 2021 plea deal, the drug charge was diminished to a serious misdemeanor, but he was guilty of the felony D eluding and drunk driving charge. This landed him on probation for 5 years, with a 5-year prison sentence suspended. A fine was also suspended, and Iowa courts only charged him $518.35 for his crimes. However, records show that Koopman was discharged from probation in April of 2022 by Judge Karen Salic and would therefore be on no danger of serving the suspended prison term for the 2020 crime he committed.
