Charles City druggie and domestic abuser arrested after another violent incident

CHARLES CITY – A convicted drug offender and domestic abuser claims it was self defense for him after he was arrested for felony willful injury and domestic abuse assault involving strangulation.

Charles City police received a 911 call from a residence in the 200 block of Oliver Street on July 26 after 11 PM that night. Responding to the disturbance, officers arrived and conducted an investigation. They determined that a domestic abuse assault had occurred and a male subject, 29-year-old Matthew Cagely, was arrested on charges of felony domestic abuse assault involving strangulation; felony willful injury; obstruction of emergency communication and violation of a no-contact order.

Cagely was taken to jail, booked, and held on bond. He has entered a not-guilty plea and court notes say “self defense”. He will face a jury trial on September 9.

Cagley is a convicted felon related to drug charges brought by Oelwein police in 2009. Just last month, Cagely pled guilty to felony drug possession and domestic abuse assault in Floyd county; a no-contact order was placed to protect the victim. He was arrested twice in 2014 in Charles City for suspicion of domestic abuse assault.
