Update on Floyd county joint law enforcement center

CHARLES CITY – The Floyd County Board of Supervisors and the Charles City Council have established a committee to study the viability of a joint law enforcement center.

Prochaska & Associates has been hired to consult the committee for this process. It’s the desire to provide open communication to the public throughout the project phase and have them communicated in newspapers, radio, and social media.

The Joint Law Enforcement Center Committee last met with architects Prochaska & Associates on February 2, 2017 to review progress on several key issues. The common goal is to evaluate planning options that may lead to a possible Joint Law Enforcement Center facility.

Key issues discussed at the meetings have been:

• Because the 75 year old Floyd County Jail is extremely undersized by current jail standards, the County must transport and house over-capacity inmates to other county jails at an increasing cost to Floyd County taxpayers. Statistical Floyd County jail population history, when projected 20 years from now, indicate a need for 32 beds.

• A list of needed interior spaces and estimated sizes for a possible combined facility for the Charles City Police Department, Floyd County Sheriff’s Office and Jail, Magistrate Court, and Emergency Management office was reviewed with the departments and Committee. This total square footage has been used to develop a preliminary plan. The feasibility of a potential building site adjacent to the Courthouse has been reviewed.

A possible building construction cost has been presented with estimated cost between $9.2M and $12.9M. Predictive costs do not include property acquisition, furnishings, utilities or moving and only includes the cost to build.

The Charles City City Council and City staff members of the Committee expressed the desire to have a focus group event prior to a final decision whether to remain involved in the joint facility process, to learn of possible issues offered by the public. Another thought is to arrange a tour of a similar joint facility in another county.

Next meeting is scheduled for March 2, 2017.
