CHARLES CITY — The Floyd County Board of Supervisors put the brakes on a proposed conservation ordinance, established a new speed limit on Rotary Park Road and moved forward with several bridge and road projects during its Tuesday, July 14, 2026 meeting.
Supervisors Gloria Carr, Boyd Campbell and Frank Rottinghaus were all present for the 9 a.m. meeting at the Floyd County Courthouse.
One of the meeting’s more notable actions involved proposed Floyd County Ordinance 2026-02, which would have established rules and regulations for areas under the control of Floyd County Conservation.
Conservation Director Tyron Steere provided supervisors with a recap of a recent Conservation Board meeting and reported that the board wanted to withdraw the proposed ordinance and revisit the process at a later date.
Supervisors voted 3-0 to discontinue further readings of the ordinance at the Conservation Board’s request. The action calls for the ordinance process to start over when the Conservation Board is ready to move forward.
The board also established a new 45 mph speed limit on a portion of Rotary Park Road.
Under Resolution 29-26, the 45 mph limit applies on Rotary Park Road from T64 to a point 1,700 feet west of Redwood Avenue. The change follows an engineering and traffic investigation conducted by the Floyd County Engineer, and appropriate speed limit signs will be installed.
The resolution passed unanimously.
Supervisors also approved three right-of-way contracts connected to the Underwood Avenue Bridge Project, identified as Projects 114 and 117.
The agreements include $7,871.27 with Nilewood Partnership, LLLP; $2,031.52 with the Duane Jaeger Grantor Trust; and $3,548.06 with Admore Acres, LLC.
Another bridge project will temporarily shut down a portion of 170th Street.
The board unanimously approved Resolution 30-26 authorizing the temporary closure of 170th Street between Glass Avenue, also known as T26, and Hickory Avenue for a bridge replacement project.
Road closure signs will be installed, and the road will reopen when construction is completed as determined by the county engineer.
County Engineer Adam Miller also updated supervisors on road conditions and projects following recent heavy rains and flooding.
Shouldering work on B60 remained paused because of flooding but was expected to resume. Heavy rainfall caused flooding along the Cedar and Little Cedar rivers, leading to several temporary road closures and washing out a culvert on 140th Street between Indigo and Jersey avenues.
All flood-related road closures had reopened by the meeting except 140th Street.
County road crews completed their second round of mowing along blacktop roads and moved on to gravel roads. Rock resurfacing also began in the southwest quadrant of Floyd County.
Miller reported that plans for the 155th Street Bridge project had been submitted for a November letting, bridge replacement work was continuing on 170th Street south of Rudd, and resurfacing of Packard Avenue, or T47, was scheduled for late August or early September.
All speed limit signs required under recently enacted legislation had also been installed.
Surplus county pickups are expected to be offered at auction after Decatur County declined to purchase them.
The board noted scheduled six-month wage increases for Secondary Roads Equipment Operators II Bradley Bilharz and Mark Bailey. Their hourly wages increase to $27.25, effective July 12 and August 2, respectively, under the Secondary Roads union contract.
Supervisors also approved an amendment to a Chapter 28E intergovernmental cooperation agreement involving the Central Iowa Juvenile Detention Center and participating counties.
A fireworks permit submitted by J&M Displays for a July 18, 2026 fireworks show at the Floyd County Fairgrounds was approved unanimously.
Future matters expected before supervisors include dispatcher hiring, a presentation from the Northeast Iowa Food Bank director, a Motorola contract, an IT update, ordinance codification, employee handbook changes and a review of the county mileage rate.
