
BLUE GRASS, IOWA — An Iowa woman has been arrested and charged in connection with a fatal March crash that claimed the life of a pedestrian, and cops say the suspect was allegedly drunk and using a device.
Authorities have identified the driver of a red 2014 Jeep Cherokee involved in the March 9, 2026, collision as Carri Neff of Davenport. Following a nearly month-long investigation, Neff was taken into custody on April 7 and booked into the Scott County Jail on a litany of serious charges, including homicide by vehicle—OWI and homicide by vehicle—reckless driving.
The victim of the crash has been identified as 59-year-old Lisa Johannsen of Blue Grass.
According to investigators, the collision occurred as Johannsen was walking along the roadway. In addition to the homicide charges, Neff faces counts of first-offense OWI, possession of a controlled substance, speeding, failure to maintain control of a vehicle, and two counts of reckless driving. Police also cited Neff for the use of an electronic communication device while driving and a traffic control device violation.
Johannsen was a well-known member of the community who balanced a diverse professional life with a love for the outdoors. According to her obituary, she worked as an interpreter for various organizations, including the Muscatine School system, and had served as a warehouse manager for Alter Metal Recycling in Davenport for over 15 years. An active individual who frequently ran the Bix 7 and various local 5k races, Johannsen was also an avid crafter and outdoors enthusiast who enjoyed kayaking, camping, and spending time with her dog, Gracie.
Neff remains in the Scott County Jail as the legal process moves forward.
