DUBUQUE – An Iowa woman is dead after this male suspect allegedly ran her down as she walked across a street against a red light, and now he is facing stiff penalties.
Officers from the Dubuque Police Department responded to the intersection of Loras Blvd. and Locust Street at 6:38 PM on Thursday, June 12, 2025, for a car versus pedestrian collision.
Kalissa Reeder, age 38 of Dubuque, was walking westbound along Loras Blvd. when she crossed Locust Street against the red light. Reeder was struck by a vehicle traveling northbound on Locust Street driven by Bailey Scott Foht, age 26 of Dubuque.
As a result of the collisions, Dubuque Fire Department staff transported Reeder to MercyOne Dubuque Medical Center where she was pronounced deceased.
Police say Foht fled the scene and was located at the Days Inn during the early morning hours of June 13.
Foht was arrested and is charged with leaving the scene of an accident (causing death). This is a class C felony punishable by up to 10 years in prison. He remains in jail, pending court appearances.
