Iowa man accused of killing 3-year-old girl to get mental evaluation

MARSHALLTOWN – A man who police say caused the death of a 3-year-old girl when he grabbed her and threw her to the ground remains in jail on $1 million cash bond and is now being sent for a mental health evaluation.

Branden Collins, age 28, was ordered last week to undergo a mental health evaluation at Center Associates in Marshalltown. Among other services, Center Associates Services provides prescreening for psychiatric hospital care and psychological testing.

Collins was arrested and charged with murder in the first degree, child endangerment causing death, child endangerment causing serious injury, and possession of marijuana after an August 20, 2014 incident where police allege he was watching a group of children when he grabbed his girlfriend’s daughter, 3-year-old Jossilyn Starn, and threw her to the ground, causing a fatal head injury. After he called 911, the girl was flown to a Des Moines hospital where she later died.

No trial date has been set.
