MASON CITY – Accused robber Joshua Albert Rutledge, now in the Cerro Gordo County Jail held on $25,000 bond, is no stranger to dangerous criminal charges and owes courts thousands in unpaid fines and fees.
Rutledge was found guilty in 2003 of assault with display of a weapon stemming from charges initiated by the Mason City Police Department in 2002. He was sentenced by Judge Carlynn Grupp to 30 days in jail. Rutledge still owes $3,164.40 to the court in that case despite Grupp suspending a $500 fine.
Rutledge plead guilty to public intox charges initiated by the Mason City Police Department in 2007 and still owes the court $62.50 in that case.
Rutledge was also found guilty of unlawfully consuming alcohol twice in 2003. In one of those cases, Rutledge’s paycheck from the Mason City County Club was to be garnished until his fees were paid.
Found guilty of 5th degree theft in 2000 in Clay county and again in O’brien county. Rutledge still owes $160.24 to the Clay county court.

Remember we spent millions to build that new 178 bed facility on the outskirts of town because the 75 bed downtown facilities were overcrowded? What is the jail population report now 61 62 63?
Surronding counties (wright, hancock, k0thuth) have what they call review hearings every 6 months in a case until it is paid in full. If the criminal don’t pay up they go back to jail for contempt of court. We don’t do that in Cerro Gordo County, can’t be filling up that full staffed 60 to 70 % empty jail now.
Matt why stop at this guy all 4 have criminal records. Jones was charged with robbery and false imprisonment not to long ago but the same judge you mentioned above let the county attorney call it simple assault
It is time to take a stand people vote no on retention on all district 2a judges. Call the county attorney and tell him to do his job til we can vote him and his lazy staff out in 2014.
They just don’t care. All the courts do now is refuse their drivers license until the fines are paid. They just drive anyway and with no insurance. If they get stopped they just don’t pay those fines either and on it goes. The judges are reluctant to tie up jails with these types of cases so they just suspend the jail sentences.
Apparently he hasn’t worked anywhere that the courts could garnish his wages since his last fines? There needs to be some way to put liens against these people so they can’t buy vehicles or get drivers licenses until their fines and fees are paid. Just think of all the money these unpaid fees would bring in to our government.
I might be wrong, but I think currently if you have unpaid fines and fees your license can be suspended, but it seems like there needs to be a more severe form of punishment for those who don’t pay their fines..
