Hardened Iowa criminal accused of assault in Charles City

CHARLES CITY – This Iowa criminal with a staggering rap sheet has apparently moved to Charles City and is accused of assault.

The Charles City Police Department reported that their officers were called on November 24, 2025. At 3:52 PM that day, officers responded to the call at an apartment house in the 100 block of 7th Avenue to deal with a disturbance. After an investigation, 49-year-old Schyular Phillips of Charles City was arrested on the following charges:

  • ASSAULT CAUSING BODILY INJURY OR MENTAL ILLNESS

  • PRELIMINARY HEARING 12/19/2025

Phillips was released from jail the next afternoon. A judge imposed a no-contact order on him, and set a hearing date for December 19.

Records show Phillips (pictured at top) is a convicted felon out of the Muscatine, Iowa area, and has been incarcerated in Iowa prisons a number of times. He has been accused of assaulting police, robbery, theft, fraud, burglary, assault, violating probation, harassment, and more.
