INDEPENDENCE, IOWA – Law enforcement in this Northern Iowa county announced numerous recent arrests for week of November 24-30, 2024.
On Sunday, November 24, 2024 at approximately 6:00 am, Buchanan County Sheriff’s Deputies arrested Debra Irene Frank, 70, of Hazleton. Frank was charged with Gathering Where Controlled substances are Used (class D felony), Possession of Controlled Substance – Methamphetamine (serious misdemeanor), Possession of Controlled Substance – Marijuana (serious misdemeanor) and Possession of Drug Paraphernalia (simple misdemeanor). These charges stem from a search warrant that was executed in the 100 block North Street West in Hazleton.
On Sunday, November 24, 2024 at approximately 8:55 pm, Buchanan County Sheriff’s Deputies arrested Patrick William Dilley, 56, of Manchester. Dilley was charged with third or subsequent offense Operating While Intoxicated (class D felony), Driving While License Barred (aggravated misdemeanor), Driving While License Revoked (serious misdemeanor), Driving While License Suspended (simple misdemeanor) and cited for Improper Use of Lanes. This arrest was made after Deputies responded to a traffic complaint in the 200 block S Main Street in Hazleton.
On Monday, November 25, 2024 at approximately 1:10 am, Buchanan County Sheriff’s Deputies arrested Johnathan Dean Carnicle, 41, of Winthrop. Carnicle was arrested on an active arrest warrant out of Dodge County, MN for Failure to Appear. This arrest was made in the 400 block Third Street S in Winthrop.
On Friday, November 29, 2024 at approximately 1:00 pm, Buchanan County Sheriff’s Deputies arrested Samuel Matthew Hess, 40, of Coggon. Hess was charged with Driving While License Barred (aggravated misdemeanor), Driving While License Suspended (simple misdemeanor) and cited for Failure to Provide Proof of Insurance. This arrest was made following a traffic stop near 160th Street and Union Avenue.
On Friday, November 29, 2024 at approximately 3:00 pm, Buchanan County Sheriff’s Deputies arrested Jerome Odell Dyson, 36, of Platteville, WI. Dyson was charged with Possession of Controlled Substance – Marijuana (serious misdemeanor). This arrest was made following a traffic stop near the 269 mile marker of Hwy 20.
