
DUBUQUE – A dispute led to the fatal shooting of a teen in Dubuque Monday night, police say.
On March 9, 2026, at approximately 10:00 PM, officers with the Dubuque Police Department responded to the area of W. Locust and Foye Streets for the report of a shooting. Upon arrival, officers located a 15-year-old juvenile male from Dubuque with a gunshot wound. The juvenile was transported to Unity Point Finley Hospital by the Dubuque Fire Department where he was pronounced deceased.
Initial investigation indicates the parties involved knew each other and had gotten into a disturbance leading to the shooting. Police say this appears to be an isolated incident, and an investigation is ongoing.
UPDATE: Upon arrival at the shooting scene, officers located 16-year-old Jakory McMillian of Dubuque with a gunshot wound. McMillian was initially reported to be 15 years old, however 16 is the correct age. Officers provided medical aid until Dubuque Fire arrived and transported McMillian to Unity Point Finley Hospital where he was pronounced deceased. The investigation remains ongoing.
UPDATE: Officers and Investigators spoke to witnesses and reviewed traffic camera video in the area. Through this investigation, Latrell O. Powell-Moore, 18, of Dubuque, was identified as the subject who shot McMillian. Dubuque Police investigators acquired an arrest warrant for Powell-Moore for the charge of Murder in the 1st Degree, a Class A Felony, punishable by up to life in prison. The Dubuque Police Department then coordinated with the U.S. Marshals Service in an attempt to locate Powell-Moore. On March 12th, 2026, at approximately 10 pm, Investigators with the DPD were notified by the U.S. Marshals that they had located Powell-Moore in Marion, Iowa, and placed him under arrest with the assistance of the Cedar Rapids Police and Marion Police Departments.
Powell-Moore was transported to the Dubuque County Jail.
