REGULAR MEETING
OF THE CITY COUNCIL
The City Council of the City of Mason City, Iowa, met in regular session pursuant to law and rules of said Council, in the Mason City Room of the Mason City Public Library, at 7:00 P.M., on July 18, 2023. The meeting was called to order by the Mayor and on roll being called there were present, Bill Schickel, Mayor in the Chair, and the following Council Members: Jaszewski, Masson, Symonds, Lee, Adams, Thoma (on Zoom, but no audio). Absent: Lee.
Adopt Agenda: Motion, Masson; 2nd, Adams that the agenda be adopted. AYES: All – Masson, Adams, Symonds, Jaszewski (Motion carried.)
The Jefferson Highway Association
presented the Outstanding City Award
to the Mayor and City Council.
Administrator Burnett presented the Monthly Activity Report. Council comments and questions followed the report.
Prior to adopting the Consent Agenda Item #8 and #9 were removed to be acted upon separately.
Consent Agenda: Regular Minutes of July 5, 2023; Claims dated July 6 and 13, 2023, in the amount of $2,710,503.90; Applebee’s – Class C License; Hy-Vee Tasting Room – Special Class C Liquor; The Blue Heron – Class C Liquor License, Outdoor Service; Lucky Wife Wine Slushies – Special Class C Retail Alcohol License 3700 4th Street SW (5 day license – July 19, 2023 to July 23, 2023); Reappoint Patty Holmgaard-Ott to the Civil Service Commission; Appoint John Barlow as Water Distribution Worker; Resolution No. 23-149, award of contract for professional services to WHKS & Co. of Mason City, Iowa for the “Sanitary Sewer CCTV Inspection – Phase 5”; Resolution No. 23-150, making award of contract to Visu-Sewer, Inc. of Pewaukee, Wisconsin and approving the contract and bond for the Sanitary Sewer CCTV Phase 5 Project; Resolution No. 23-151, award of contract to Heartland Asphalt of Mason City, Iowa for repairs to the East Park Band Shell Area Walking Trails; Resolution No. 23-152, approving the purchase of one Ironworker Fabrication Press from NAPA Auto Parts of Mason City, Iowa for the Internal Service Division; Resolution 23-153, approving the standard specifications for Water and Sewer projects within the City of Mason City, Iowa; Resolution No. 23-154, approving a contract with the IEDA related to funding from the Community Catalyst Building Remediation Program (Agreement No. 23-CBF-EMERG-005) on behalf of 2 Artists, LLC for property located at 2 South Adams Avenue (former YWCA); Resolution No. 23-,155 approving and authorizing execution of a Development Agreement by and between the City of Mason City and 2 Artists, LLC in fulfillment of State of Iowa Grant Contract 23-CBF-EMERG-005; Resolution No. 23-156, setting a date for the sale of General Obligation Corporate Purpose Bonds Series 2023A; Resolution No. 23-157, setting the date for the sale of General Obligation Local Option Sales Tax Bonds, Series 2023B, was presented. Motion, Jaszewski; 2nd, Symonds that all items in the Consent Agenda be approved and Resolutions adopted. AYES: All (Motion carried.)
8. Approve Job Description and Authorize the Recruitment of a MCPD Community Safety Officer: Motion, Adams; 2nd, Jaszewski that the recommendation be approved. Questions followed regarding recruitment from NIACC and pay.
9. Order Hearing – Police Department Remodel: Motion, Adams; 2nd, Symonds that Resolution No. 23-158, authorizing notice to bidders, fixing amount of bid security, and ordering Clerk to publish notice and fixing a date for receiving same, and for a public hearing on plans, specifications, form of contract and estimate of costs for construction of the “Mason City Police Department – Remodel of Existing Facilities Project”, be adopted. Discussion followed regarding the project and timeline.
High Line Trail Project: The Public Hearing was held as per published notice. Mayor Schickel asked if there were any written comments or objections or anyone on Zoom that would like to comment with Burnett replying there were no written comments and no “raised hands” via Zoom. There being no comments the Public Hearing was declared closed. Motion, Adams; 2nd, Masson that Resolution No. 23-159, adopting plans, specifications, form of contract and estimated cost for the “High Line Trail Project”, and 23-160, award of contract to Bob McKiness Excavating & Grading, Inc. of Mason City, Iowa for the “High Line Trail Project”, be adopted and the bid tabulation accepted. Questions followed regarding the location and timeline.
TIF District – Forest Park TIF District: Motion, Jaszewski; 2nd, Symonds that the Ordinance No. 23-10, amending Ordinance No. 01-04 providing for the division of taxes levied on taxable property in the Forest Park Economic Development Area pursuant to Section 403.19 of the of the Code of Iowa, be adopted. AYES: All (Motion carried.)
Changes to the Ordinance – City Labor and Equipment: Motion, Masson; 2nd, Jaszewski that the Ordinance amending the City Code, by repealing Title 5 Public Ways and Property, Chapter 3: “Trees and Shrubs”, Section 17: “Charges for Abating Nuisance” and adopting a new Section 17 in lieu thereof, be received and placed on file for Second Consideration.
Adjourn: The Mayor adjourned the meeting at 7:33 p.m.
