Northern Iowa man accused of kidnapping and sexually assaulting children

OELWEIN, IOWA – A Northern Iowa man is behind bars after police investigated crimes in which he allegedly kidnapped young children and sexually assaulted them.

The Oelwein Police Department has completed a six month investigation into reports of alleged sexual abuse of children. The reported acts occurred in 2015 and were discovered through the course of another investigation. The reported acts involve children all under the age of twelve (12) years old, in which the children were confined from escape and sexually assaulted. Roger Allen Kline, age 52, of Hawkeye has been charged with:

1. 3 counts of Kidnapping First Degree Class A Felony
2. 3 counts of Sexual Abuse in the Second Degree Class B Felony

A warrant was issued for the arrest of Mr. Kline. Kline was arrested, in Hawkeye, by the Fayette County Sheriff’s Department and he is being held on a $1,000,000 bond.

The Oelwein Police Department was assisted in this investigation by the Muscatine Police Department, the Iowa Department of Human Services, the Fayette County Attorney’s Office and the Office of the Iowa Attorney General.
