Public notice is hereby given that sealed proposals will be received by the City of Mason City, Iowa, at the office of the City Clerk, City Hall, 10 1st Street NW, Mason City, IA 50401, until 2:00 p.m. CDT, on the 13th day of April, 2021 for furnishing materials and labor for the 2021 Street Panel and Curb Replacement Program in said City, as described in plans and specifications therefore now on file in the office of the City Clerk. Proposals will be acted upon by the City Council at a meeting to be held in the Mason City Room, Mason City Public Library, 225 2nd Street SE, Mason City, Iowa, beginning at 7:00 p.m., on the 20th day of April 2021.
At said time and place, a public hearing will also be held on the 20th day of April 2021 for proposed plans, specifications, and proposed form of the contract for said 2021 Street Panel and Curb Replacement Program, and at said hearing, any interested person may appear and file objections thereto or to the cost of said improvements.
Due to public health concerns related to COVID-19, this meeting is being held electronically in accordance with Iowa Code Section 21.8. The method of construction shall be by contract. All work is to be done in strict compliance with plans and specifications prepared by the City Engineer of Mason City, Iowa, which have heretofore been approved by the City Council and are now on file for public examination in the office of the City Clerk.
All work shall be done in accordance with the latest version of the City of Mason City Standard Specifications and the Iowa Department of Transportation, Standard Specifications for Highway and Bridge Construction.
Each bid must be made out on a Proposal Form, furnished by the City and obtained at the office of the City Clerk.
Each proposal shall be sealed in an envelope marked, “Proposal for 2021 Street Panel and Curb Replacement Program, Project No. 21-1001, Mason City, Iowa”. Each bid must be accompanied, in a separate envelope, by a bidding check or bid bond in an amount not less than ten percent (10%) of the bid price, said check being either a cashier’s check or a check certified by a bank in Iowa or a bank chartered under the laws of the United States, or a Certified Share Draft drawn on a credit union in Iowa or chartered under the laws of the United States, and made payable to the City Treasurer of the City of Mason City, Iowa, as a security that the bidder will furnish the required bonds and enter a contract within ten (10) days after the award of the contract.
Payment for said “2021 Street Panel and Curb Replacement Program” will be made from Road Use Tax Funds from the City of Mason City, Iowa, or from such other funds as may be legally used for such purposes. Monthly estimates will be made by the City Engineer, and payment will be made to the contractor in the amount of ninety-five percent (95%) of said estimate on or about ten (10) days thereafter. Payment shall not be made for materials stored off or on site. Final payment will be made no sooner than thirty (30) days following final acceptance of the work by the City of Mason City.
Bidders shall not be permitted to withdraw their bids for a period of forty-five (45) days after the same are opened.
By virtue of statutory authority, a preference will be given to products and provisions grown and coal produced within the State of Iowa.
Pursuant to Chapter 73 of the Code of Iowa, out-of-state bidders are hereby advised of the Iowa Bidding Preference Law extending to Iowa firms any preference out-of-state competitors receive in their own states. Such preference may be (a) strict preference, (b) reciprocal preference, or combination preference and reciprocal. Application of such preference will be extended for any “public improvement” as defined in Chapter 73A.1 of the Code of Iowa.
Failure to submit a fully completed Bidder Status Form with the bid may result in the bid being deemed nonresponsive and rejected.
The established DBE goal for this project is 0% of the total amount bid.
The City of Mason City, in accordance with the provisions of Title VI of the Civil Rights Act of 1964 (78 Stat. 252, 42 U.S.C. §§ 2000d to 2000d-4) and the Regulations, hereby notifies all bidders that it will affirmatively ensure that any contract entered into pursuant to this advertisement, disadvantaged business enterprises will be afforded full and fair opportunity to submit bids in response to this invitation and will not be discriminated against on the grounds of race, color, or national origin in consideration for an award.
Prospective bidders’ or contractor’s attention is specifically called to the Mason City Human Rights Commission Specifications which mandates that female and minority business enterprises shall be afforded the maximum opportunity to participate in the performance of this project. Prospective bidders’ or contractor’s attention is also directed to the fact that the Mason City Human Rights Commission will notify firms designated as Minority, Women, and/or Disadvantaged Business Enterprises, of this project and determine if they are interested in participating as subcontractors for this project. Prospective bidders or contractors shall then be notified by the Commission of those interested parties.
The successful bidder will be required to furnish a performance and maintenance bond in an amount equal to one hundred percent (100%) of the contract price. Said bond is to be issued by a responsible surety approved by the City Council, and shall guarantee the faithful performance of the contract and the terms and conditions therein contained, and shall guarantee the prompt payment of all materials and labor and protect and save harmless the city from claims and damages of any kind caused by the operation of the contractor. Said bond shall also guarantee the maintenance of the improvements constructed for a period of two (2) years for all underground work and four (4) years for all pavement from and after its completion and acceptance by the city.
Bidders shall be expected to comply with Chapters 91C and 103A of the Code of Iowa concerning the registration and bonding of construction contractors and the successful bidder shall be required to supply the City of Mason City with proof of said compliance.
The bidders’ attention is called to the prompt payment to the subcontractors, under Chapter 573.12 of the Code of Iowa.
The final completion date for the project is October 29, 2021.
Plans and specifications governing the construction of the proposed improvements have been prepared by the City Engineer of Mason City, Iowa, which plans and specifications are hereby made a part of this notice and the proposed contract by reference, and the proposed contract shall be executed in compliance therewith.
Copies of said plans and specifications are now on file in the office of the City Clerk, City Hall, 10 1st Street NW, Mason City, Iowa, for examination by bidders. A refundable deposit of $25 will be required for the Plans and Project Manual. To receive a refund both the Plans and Project Manual must be returned in complete and reusable condition within fourteen days of the award of the project.
All bids shall NOT include Iowa State Sales Tax for materials used in the project. Upon award, the successful bidder shall immediately provide a listing of subcontractors and associated Federal ID or Social Security Numbers for both the contractor and subcontractors. The city will register the contractor and subcontractors with the Iowa Department of Revenue and will provide appropriate certificates to the contractor for distribution and use.
The City of Mason City reserves the right to reject any and all bids and to waive technicalities and irregularities.

On July 26, 2019, the City and Gatehouse entered into a Purchase, Sale, and Development Agreement (“Agreement”), pursuant to which the City agreed to transfer certain real property located within the Mason City Downtown Reinvestment Urban Renewal Area to Gatehouse (the “Hotel Property”), and Gatehouse agreed to construct certain Minimum Improvements on the Hotel Property.
The Amendment would amend the Agreement to extend the deadline for the Hotel Closing to July 1, 2021, extend other deadlines subsequent to the Hotel Closing in the Agreement, identify a more accurate legal description for the Hotel Property following survey of the Hotel Property, and propose a pledge agreement that the City may enter into with an issuer of a letter of credit for the project, pursuant to which pledge agreement the City might pledge all Local Hotel Tax collected from the Hotel Property.
A copy of the Amendment is on file for public inspection during regular business hours in the office of the City Clerk, City Hall, City of Mason City, Iowa.
At the above meeting the Council shall receive oral or written objections from any resident or property owner of said City, to the proposal to enter into the Amendment with Gatehouse. After all objections have been received and considered, the Council will at this meeting or at any adjournment thereof, take additional action on the proposal or will abandon the proposal to authorize said Amendment.
This notice is given by order of the City Council of the City of Mason City in the State of Iowa, as provided by Section 364.6 of the City Code of Iowa.

investment real estate in my state is covered by mortgages for 4 units and below. This is crucial, as more would require a commercial real estate loan, which is shitty to deal with, especial if you don’t have the investment capital. so that restricts my numbers game very nicely. my mortgage guy will not process paperwork with less than 25% down. selling my single family home that i was breaking even on every month freed up about 100k in equity that i had built in the home from living in it for 5 years, and renting it for 2 years. this would be taxable, but the 1031 form allows one investment to roll over into another investment, just like a 401k. you need a holding company to prevent the money from touching your hands, as that would require taxation (juuuust like a 401k). this means that i can plan to purchase based on an estimated selling profit, and the required 25%. next i have to figure out the terms of the new loan. currently it’s a 3 7/8 – 4 % interest market. i can put 25% on a 400k property on a 30 year loan, or i can do 100k down on a 2-300k property on a 15 year loan. I am opting for the 15 year option, as this accelerates the time to investment maturity. The idea is that you will have some sort of annual return on investment and building equity. i can stop after the loan and just collect rent in with no mortgage out, at about 20-30k annual, or i can sell after my equity matures and reinvest in new properties to increase returns.
that’s getting ahead of ourselves, though. you should know what to expect from selling, and the minimum down payment you are willing to make, so you can start to set price ranges to look for units at. use your favorite calculator

i like this calculator a lot. the top left “purchase” portion you can fill out with the information we’ve divined so far. the income and recurring operating expenses should be available on listing provided by the seller. it should have the property tax, the insurance they pay for all units, the rent earned last year, this year, and projected max value possible for each unit. do not use that last one, or you will find that you are short on renters. if you chose an area appropriately (i am purchasing riiiight next to a major university) then you can reasonably expect about a 5% vacancy rate, the default maintenance costs are good to start with, and my property managers charge 10%. i think that’s pretty standard.
under the sell fields, just put the holding length to the amount of time before you want to sell. if you want to see the returns for the term of a 15 year loan, put 16 years. if you want to own it until you die, put 50-80 years. this should generate some fun to look at numbers to make sure that your investment is worth the time.

Electronic bids will not be accepted. The quotation shall be good for 60 days from the date of submittal. AN ORDINANCE AMENDING THE CITY CODE OF THE CITY OF MASON CITY, IOWA BY REPEALING TITLE 5: PUBLIC WAYS AND PROPERTY; CHAPTER 1: STREETS AND SIDEWALKS; ARTICLE G: SIDEWALKS KEPT CLEAN, FREE FROM SNOW AND ICE; SECTION 5: ADMINISTRATION OF COSTS AND ADOPTING A NEW SECTION 5 IN LIEU THEREOF
WHEREAS, the City Council has determined it is necessary to amend Title 5, Chapter 1 (Streets and Sidewalks); Article G (Sidewalks Kept Clean, Free from Snow and Ice); Section 5 (Administration of Costs); and adopting a new Section 5 in lieu thereof.
THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF MASON CITY, IOWA
Section 1: That the City Code of the City of Mason City, Iowa, should be and the same is hereby amended by repealing Title 5-1G-5, and adopting a new Section 5 in lieu thereof as follows:
“TITLE 5
CHAPTER 1
ARTICLE G. SIDEWALKS KEPT CLEAN, FREE FROM SNOW AND ICE
5-1G-5: ADMINISTRATION OF COSTS: In addition to the actual cost of removing accumulations or treatment of accumulations from sidewalks abutting private property, an Administrative fee, as adopted by Resolution of the City Council shall be paid by the owner of said property.
The property owner shall be sent a bill for said costs to permit voluntary payment thereof by the property owner. Failure to pay said bill within the stated time period on the bill will cause the action to appear on a schedule of assessments to be forwarded to the City Clerk for consideration by the City Council in accordance with the provisions of chapter 384 of the Code of Iowa. (Ord. 08-14, 10-7-2008)
Section 2: That all ordinances or parts of ordinances in conflict with the provisions of this ordinance are hereby repealed.
Section 3: If any section, provision, or part of this ordinance shall be adjudged to be invalid or unconstitutional, such adjudication shall not affect the validity of this Ordinance as a whole or any section, provision, or part thereof, not adjudged invalid or unconstitutional.
Section 4: This ordinance shall be in full force and effect upon its final passage, approval and publication as required by law.

Sealed proposals, subject to the conditions contained herein, will be received by the City Clerk of the City of Mason City, Iowa, at the City Clerk’s office in City Hall, 10 First Street NW, Mason City, Iowa, until 2:00 o’clock p.m. CDT on the 25th day of March, 2021 for:
Construction of “River City Renaissance Skywalk”, as hereinafter described in general and as described in detail in the plans and specifications now on file in the office of the City Clerk, Mason City, Iowa.
Bids received after the deadline for submission of bids as stated herein shall not be considered and shall be returned to the late bidder unopened.
Proposals received will be opened, read aloud, tabulated, and referred to the City Council for consideration at a meeting beginning at 7:00 p.m. on the 6th day of April, 2021 in the Mason City Room, Mason City Public Library, 225 2nd Street SE, Mason City, Iowa. Bids will be acted upon at such time or at such later time as may then be fixed. Prior thereto, at said time specified above, a hearing will be held on the proposed plans, specifications, form of contract, and estimate of cost for said Improvements, and at said hearing any interested person may appear and file objections thereto.
The extent of the work involved is the furnishing of labor and new materials for the construction of a skywalk including, but not limited to the following:
The Project includes all labor, materials and equipment necessary for building a skywalk over US Highway 65, a letdown structure and sidewalk improvements just south of 2nd St. Southeast.
The Proposal shall be made out on the form furnished by the City of Mason City and obtained from WHKS & Co., Engineers, Planners, and Surveyors, and must be accompanied in a sealed envelope by either: (1) a certified check, or a cashier’s check drawn on an Iowa bank, or a bank chartered under the laws of the United States, in an amount of 10% of bid amount; or (2) a certified share draft drawn on a credit union in Iowa or chartered under the laws of the United States, in an amount of 10% of bid amount; or (3) a bid bond executed by a corporation authorized to contract as a surety in the State of Iowa, in the penal sum of 10% of bid amount.
The bid security shall be made payable to the City Clerk of the City of Mason City, Iowa.
The bid security must not contain any conditions either in body or as an endorsement thereon. The bid security shall be forfeited to the City as liquidated damages in the event the successful bidder fails or refuses to enter into contract within ten (10) days after the award of contract and post bond satisfactory to the City insuring the faithful fulfillment of the contract and the maintenance of said work, if required, pursuant to the provisions of this notice and the other contract documents. The City will accept bid bond forms that meet the requirements of Iowa Code section 26.8.
Sales Tax Exemption. Contractors and subcontractors shall not include sales tax for material purchases. At the time of the contract acceptance by the City Council, the prime contractor and all subcontractors will be issued a certificate of exemption.
Bidders shall not be permitted to withdraw their bids for a period of forty-five (45) days after the same are opened.
The City of Mason City, in accordance with the provisions of Title VI of the Civil Rights Act of 1964 (78 Stat. 252, 42 U.S.C. §§ 2000d to 2000d-4) and the Regulations, hereby notifies all bidders that it will affirmatively ensure that any contract entered into pursuant to this advertisement, disadvantaged business enterprises will be afforded full and fair opportunity to submit bids in response to this invitation and will not be discriminated against on the grounds of race, color or national origin in consideration for the award.
Prospective bidders’ or contractor’s attention is specifically called to the Mason City Human Rights Commission Specifications which mandates that female and minority business enterprises shall be afforded the maximum opportunity to participate in the performance of this project. Prospective bidders’ or contractor’s attention is also directed to the fact that the Mason City Human Rights Commission will notify firms designated as Minority, Women, and/or Disadvantaged Business Enterprises, of this project and determine if they are interested in participating as subcontractors for this project. Prospective bidders or contractors shall then be notified by the Commission of those interested parties.
The established DBE goal for this project is 0% of the total amount bid.
By virtue of statutory authority, a preference will be given to products and provisions grown and produced within the State of Iowa.
In accordance with Iowa statutes, a resident bidder shall be allowed a preference as against a nonresident bidder from a state or foreign country if that state or foreign country gives or requires any preference to bidders from that state or foreign country, including but not limited to any preference to bidders, the imposition of any type of labor force preference, or any other form of preferential treatment to bidders or laborers from that state or foreign country. The preference shall be equal to the preference given or required by the state or foreign country in which the nonresident bidder is a resident. In the instance of a resident labor force preference, a nonresident bidder shall apply the same resident labor force preference to a public improvement in this state as would be required in the construction of a public improvement by the state or foreign country in which the nonresident bidder is a resident.
Bidders will be required to complete a Bidder Status Form from the Iowa Department of Labor regarding the Contractor’s resident status within the State of Iowa. Failure to submit a fully completed Bidder Status Form with the bid may result in the bid being deemed nonresponsive and rejected.
The Contractor shall commence work after the Notice to Proceed is issued and work shall be completed on or before November 5, 2021.
Payment to the Contractor for said Project will be made in cash derived from the proceeds of the issuance of bonds as may be legally used for such purposes, governmental grants and/or from cash on hand. Any combination of the above methods of payment may be used at the discretion of the City.
The Contractor will be paid each month ninetyfive (95) percent of the Engineer’s estimate of the value of acceptable work completed at the end of the preceding month. Final payment will be made in accordance with Iowa Code chapters 26 and 573, as amended. No partial or final payment will be due until the Contractor has certified to the City that the materials, labor and services involved in each estimate have been paid for in accordance with the requirements stated in the specifications.
The successful bidder will be required to furnish a bond in an amount equal to one hundred (100) percent of the contract price, said bond to be issued by a responsible surety approved by the City and which shall guarantee a faithful performance of the Contract and the terms and conditions therein contained and shall guarantee the prompt payment of all materials and labor and protect and save harmless the City from claims and damages of any kind caused by the operations of the Contractor and shall also guarantee the maintenance of the improvements constructed for a period of two (2) years after completion and acceptance by the City.
Plans and specifications governing the construction of the proposed improvements have been prepared by WHKS & Co., Engineers, Planners, and Surveyors, which plans and specifications and the proceedings of the City referring to and defining said proposed improvements are hereby made a part of the Notice by reference, and the proposed contract shall be executed in compliance therewith. Copies of said plans and specifications are now on file with the City Clerk and at the offices of WHKS & Co., and may be examined by the bidders.
Plans and specifications are available to download free of charge at http://www.questcdn.com. Plans and specifications for private use may also be obtained from WHKS & Co., Engineers, Planners, and Surveyors, 1412 6th Street SW, Mason City, IA 50402-1467, for a refundable deposit of $250.00. If the plans and specifications are not returned to WHKS & Co. within fourteen (14) days after the award of the project and in reusable condition, the deposit shall be forfeited. A limit of one set per bidder will be printed.
The City does hereby reserve the right to reject any or all bids, to waive informalities, and to enter into such contract, or contracts, as it shall deem to be in the best interest of the City.

The City Council of the City of Mason City, Iowa, met in regular session pursuant to law and rules of said Council, in the Mason City Room of the Mason City Public Library, at 7:00 P.M., on March 16, 2021. Public notice is hereby given that sealed proposals will be received by the City of Mason City, Iowa, at the office of the City Clerk, City Hall, 10 1st Street NW, Mason City, IA 50401, until 2:00 p.m. CDT, on the 13th day of April, 2021 for furnishing materials and labor for the 2021 Street Panel and Curb Replacement Program in said City, as described in plans and specifications therefore now on file in the office of the City Clerk. Proposals will be acted upon by the City Council at a meeting to be held in the Mason City Room, Mason City Public Library, 225 2nd Street SE, Mason City, Iowa, beginning at 7:00 p.m., on the 20th day of April 2021.
At said time and place, a public hearing will also be held on the 20th day of April 2021 for proposed plans, specifications, and proposed form of the contract for said 2021 Street Panel and Curb Replacement Program, and at said hearing, any interested person may appear and file objections thereto or to the cost of said improvements.
Due to public health concerns related to COVID-19, this meeting is being held electronically in accordance with Iowa Code Section 21.8. The public may access the meeting electronically by Internet or by phone through access information posted on the meeting agenda, available on the city’s website at least 24 hours prior to the meeting.
Please check the posted agenda in advance of the April 20, 2021 meeting for any updates to the manner in which the public may access the hearing.

The method of construction shall be by contract. All work is to be done in strict compliance with plans and specifications prepared by the City Engineer of Mason City, Iowa, which have heretofore been approved by the City Council and are now on file for public examination in the office of the City Clerk.
All work shall be done in accordance with the latest version of the City of Mason City Standard Specifications and the Iowa Department of Transportation, Standard Specifications for Highway and Bridge Construction.
Each bid must be made out on a Proposal Form, furnished by the City and obtained at the office of the City Clerk.
Each proposal shall be sealed in an envelope marked, “Proposal for 2021 Street Panel and Curb Replacement Program, Project No. 21-1001, Mason City, Iowa”. Each bid must be accompanied, in a separate envelope, by a bidding check or bid bond in an amount not less than ten percent (10%) of the bid price, said check being either a cashier’s check or a check certified by a bank in Iowa or a bank chartered under the laws of the United States, or a Certified Share Draft drawn on a credit union in Iowa or chartered under the laws of the United States, and made payable to the City Treasurer of the City of Mason City, Iowa, as a security that the bidder will furnish the required bonds and enter a contract within ten (10) days after the award of the contract.
Payment for said “2021 Street Panel and Curb Replacement Program” will be made from Road Use Tax Funds from the City of Mason City, Iowa, or from such other funds as may be legally used for such purposes. Monthly estimates will be made by the City Engineer, and payment will be made to the contractor in the amount of ninety-five percent (95%) of said estimate on or about ten (10) days thereafter. Payment shall not be made for materials stored off or on site. Final payment will be made no sooner than thirty (30) days following final acceptance of the work by the City of Mason City.
Bidders shall not be permitted to withdraw their bids for a period of forty-five (45) days after the same are opened.
By virtue of statutory authority, a preference will be given to products and provisions grown and coal produced within the State of Iowa.
Pursuant to Chapter 73 of the Code of Iowa, out-of-state bidders are hereby advised of the Iowa Bidding Preference Law extending to Iowa firms any preference out-of-state competitors receive in their own states. Such preference may be (a) strict preference, (b) reciprocal preference, or combination preference and reciprocal. Application of such preference will be extended for any “public improvement” as defined in Chapter 73A.1 of the Code of Iowa.
Failure to submit a fully completed Bidder Status Form with the bid may result in the bid being deemed nonresponsive and rejected.
The established DBE goal for this project is 0% of the total amount bid.
The City of Mason City, in accordance with the provisions of Title VI of the Civil Rights Act of 1964 (78 Stat. 252, 42 U.S.C. §§ 2000d to 2000d-4) and the Regulations, hereby notifies all bidders that it will affirmatively ensure that any contract entered into pursuant to this advertisement, disadvantaged business enterprises will be afforded full and fair opportunity to submit bids in response to this invitation and will not be discriminated against on the grounds of race, color, or national origin in consideration for an award.
Prospective bidders’ or contractor’s attention is specifically called to the Mason City Human Rights Commission Specifications which mandates that female and minority business enterprises shall be afforded the maximum opportunity to participate in the performance of this project. Prospective bidders’ or contractor’s attention is also directed to the fact that the Mason City Human Rights Commission will notify firms designated as Minority, Women, and/or Disadvantaged Business Enterprises, of this project and determine if they are interested in participating as subcontractors for this project. Prospective bidders or contractors shall then be notified by the Commission of those interested parties.
The successful bidder will be required to furnish a performance and maintenance bond in an amount equal to one hundred percent (100%) of the contract price. Said bond is to be issued by a responsible surety approved by the City Council, and shall guarantee the faithful performance of the contract and the terms and conditions therein contained, and shall guarantee the prompt payment of all materials and labor and protect and save harmless the city from claims and damages of any kind caused by the operation of the contractor. Said bond shall also guarantee the maintenance of the improvements constructed for a period of two (2) years for all underground work and four (4) years for all pavement from and after its completion and acceptance by the city.
Bidders shall be expected to comply with Chapters 91C and 103A of the Code of Iowa concerning the registration and bonding of construction contractors and the successful bidder shall be required to supply the City of Mason City with proof of said compliance.
The bidders’ attention is called to the prompt payment to the subcontractors, under Chapter 573.12 of the Code of Iowa.
The final completion date for the project is October 29, 2021.
Plans and specifications governing the construction of the proposed improvements have been prepared by the City Engineer of Mason City, Iowa, which plans and specifications are hereby made a part of this notice and the proposed contract by reference, and the proposed contract shall be executed in compliance therewith.
Copies of said plans and specifications are now on file in the office of the City Clerk, City Hall, 10 1st Street NW, Mason City, Iowa, for examination by bidders. A refundable deposit of $25 will be required for the Plans and Project Manual. To receive a refund both the Plans and Project Manual must be returned in complete and reusable condition within fourteen days of the award of the project.
All bids shall NOT include Iowa State Sales Tax for materials used in the project. Upon award, the successful bidder shall immediately provide a listing of subcontractors and associated Federal ID or Social Security Numbers for both the contractor and subcontractors. The city will register the contractor and subcontractors with the Iowa Department of Revenue and will provide appropriate certificates to the contractor for distribution and use.
The City of Mason City reserves the right to reject any and all bids and to waive technicalities and irregularities.

On July 26, 2019, the City and Gatehouse entered into a Purchase, Sale, and Development Agreement (“Agreement”), pursuant to which the City agreed to transfer certain real property located within the Mason City Downtown Reinvestment Urban Renewal Area to Gatehouse (the “Hotel Property”), and Gatehouse agreed to construct certain Minimum Improvements on the Hotel Property.
The Amendment would amend the Agreement to extend the deadline for the Hotel Closing to July 1, 2021, extend other deadlines subsequent to the Hotel Closing in the Agreement, identify a more accurate legal description for the Hotel Property following survey of the Hotel Property, and propose a pledge agreement that the City may enter into with an issuer of a letter of credit for the project, pursuant to which pledge agreement the City might pledge all Local Hotel Tax collected from the Hotel Property.
A copy of the Amendment is on file for public inspection during regular business hours in the office of the City Clerk, City Hall, City of Mason City, Iowa.
At the above meeting the Council shall receive oral or written objections from any resident or property owner of said City, to the proposal to enter into the Amendment with Gatehouse. After all objections have been received and considered, the Council will at this meeting or at any adjournment thereof, take additional action on the proposal or will abandon the proposal to authorize said Amendment.
This notice is given by order of the City Council of the City of Mason City in the State of Iowa, as provided by Section 364.6 of the City Code of Iowa.

bought a new house, and didn’t sell previous. hired property managers to put tenants in, and broke even for two years while they bought my equity. now we’re selling and rolling over profit tax free to new investment property (form 1031) putting 40% down payment on a 4 plex. hiring same property managers because i can’t be unscrupulous to renters. i’m just too nice. should be clearing $10k-15k per year over the 15 year term of the mortgage with no work put in. may sell after 10 and double my property assets.
investment real estate in my state is covered by mortgages for 4 units and below. This is crucial, as more would require a commercial real estate loan, which is shitty to deal with, especial if you don’t have the investment capital. so that restricts my numbers game very nicely. my mortgage guy will not process paperwork with less than 25% down. selling my single family home that i was breaking even on every month freed up about 100k in equity that i had built in the home from living in it for 5 years, and renting it for 2 years. this would be taxable, but the 1031 form allows one investment to roll over into another investment, just like a 401k. you need a holding company to prevent the money from touching your hands, as that would require taxation (juuuust like a 401k). this means that i can plan to purchase based on an estimated selling profit, and the required 25%. next i have to figure out the terms of the new loan. currently it’s a 3 7/8 – 4 % interest market. i can put 25% on a 400k property on a 30 year loan, or i can do 100k down on a 2-300k property on a 15 year loan. I am opting for the 15 year option, as this accelerates the time to investment maturity. The idea is that you will have some sort of annual return on investment and building equity. i can stop after the loan and just collect rent in with no mortgage out, at about 20-30k annual, or i can sell after my equity matures and reinvest in new properties to increase returns.
that’s getting ahead of ourselves, though. you should know what to expect from selling, and the minimum down payment you are willing to make, so you can start to set price ranges to look for units at. use your favorite calculator

i like this calculator a lot. the top left “purchase” portion you can fill out with the information we’ve divined so far. the income and recurring operating expenses should be available on listing provided by the seller. it should have the property tax, the insurance they pay for all units, the rent earned last year, this year, and projected max value possible for each unit. do not use that last one, or you will find that you are short on renters. if you chose an area appropriately (i am purchasing riiiight next to a major university) then you can reasonably expect about a 5% vacancy rate, the default maintenance costs are good to start with, and my property managers charge 10%. i think that’s pretty standard.
under the sell fields, just put the holding length to the amount of time before you want to sell. if you want to see the returns for the term of a 15 year loan, put 16 years. if you want to own it until you die, put 50-80 years. this should generate some fun to look at numbers to make sure that your investment is worth the time.
the photo shows some fairly realistic data on a good investment. note that the 10 year mark is when you’re expected to roughly double your equity, so time to sell and double the number of properties. the sooner you start, the sooner your side hustle can pay for you to quit your job.
it should also be noted that if you itemize your deductions rather than do a general deduction, the insurance, maintenance and other costs on the recurring operating expenses is tax deductible, and any property improvements will also be tax deductible.

The City of Mason City, Iowa, Fire Department will accept written quotations at the office of the Deputy City Clerk, 10 First Street NW, Mason City, IA 50401 until 2:00 p.m., March 24th, 2021 for the purchase of one type III ambulance. The quote shall be submitted in a sealed envelope clearly marked “Ambulance Quotation”.
Electronic bids will not be accepted. The quotation shall be good for 60 days from the date of submittal. The City of Mason City may accept or reject any or all quotations, may not necessarily accept the lowest quote, and reserves the right to waive any technicalities. The City will consider, and plans to place significant importance on the availability and quality of service, compatibility with existing programs/equipment, and the availability of repair parts where such a consideration is appropriate and, previous experience with similar vehicles/equipment.

Type III Ambulance – 2022 Ford Model E-450 Cutaway Van, 7.3 V8 Gasoline Engine. 14,500 LBS. 158″ wheelbase
Bidders must use official bid form, available by request. Questions about bids or requests for variances must be made before bid is submitted. The City may elect, at its option, to change, delete, grant variances or otherwise modify the specifications when it is considered to be in the best interest of the City to do so.
Bids will be reviewed at 2:00 p.m. on March 24th, 2021 at the office of the Deputy City Clerk. A recommendation will be made to the City Council for consideration at their regular meeting on April 6th, 2021, with the winning bid announced on April 7th, 2021.

WHEREAS, the City Council has determined it is necessary to amend Title 5, Chapter 1 (Streets and Sidewalks); Article G (Sidewalks Kept Clean, Free from Snow and Ice); Section 5 (Administration of Costs); and adopting a new Section 5 in lieu thereof.
THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF MASON CITY, IOWA
Section 1: That the City Code of the City of Mason City, Iowa, should be and the same is hereby amended by repealing Title 5-1G-5, and adopting a new Section 5 in lieu thereof as follows:
“TITLE 5
CHAPTER 1
ARTICLE G. SIDEWALKS KEPT CLEAN, FREE FROM SNOW AND ICE
5-1G-5: ADMINISTRATION OF COSTS: In addition to the actual cost of removing accumulations or treatment of accumulations from sidewalks abutting private property, an Administrative fee, as adopted by Resolution of the City Council shall be paid by the owner of said property.
The property owner shall be sent a bill for said costs to permit voluntary payment thereof by the property owner. Failure to pay said bill within the stated time period on the bill will cause the action to appear on a schedule of assessments to be forwarded to the City Clerk for consideration by the City Council in accordance with the provisions of chapter 384 of the Code of Iowa. Section 2: That all ordinances or parts of ordinances in conflict with the provisions of this ordinance are hereby repealed.
Section 3: If any section, provision, or part of this ordinance shall be adjudged to be invalid or unconstitutional, such adjudication shall not affect the validity of this Ordinance as a whole or any section, provision, or part thereof, not adjudged invalid or unconstitutional.
Section 4: This ordinance shall be in full force and effect upon its final passage, approval and publication as required by law.

REVISED NOTICE TO BIDDERS AND NOTICE OF PUBLIC HEARING ON PROPOSED PLANS, SPECIFICATIONS, FORM OF CONTRACT, AND ESTIMATE OF COST FOR CONSTRUCTION OF “RIVER CITY RENAISSANCE SKYWALK” PROJECT, IN AND FOR THE CITY OF MASON CITY, IOWA, AND THE TAKING OF BIDS FOR SAID IMPROVEMENTS
Sealed proposals, subject to the conditions contained herein, will be received by the City Clerk of the City of Mason City, Iowa, at the City Clerk’s office in City Hall, 10 First Street NW, Mason City, Iowa, until 2:00 o’clock p.m. CDT on the 25th day of March, 2021 for:
Construction of “River City Renaissance Skywalk”, as hereinafter described in general and as described in detail in the plans and specifications now on file in the office of the City Clerk, Mason City, Iowa.
Bids received after the deadline for submission of bids as stated herein shall not be considered and shall be returned to the late bidder unopened.
Proposals received will be opened, read aloud, tabulated, and referred to the City Council for consideration at a meeting beginning at 7:00 p.m. on the 6th day of April, 2021 in the Mason City Room, Mason City Public Library, 225 2nd Street SE, Mason City, Iowa. Bids will be acted upon at such time or at such later time as may then be fixed. Prior thereto, at said time specified above, a hearing will be held on the proposed plans, specifications, form of contract, and estimate of cost for said Improvements, and at said hearing any interested person may appear and file objections thereto.
The extent of the work involved is the furnishing of labor and new materials for the construction of a skywalk including, but not limited to the following:
The Project includes all labor, materials and equipment necessary for building a skywalk over US Highway 65, a letdown structure and sidewalk improvements just south of 2nd St. Southeast.
The Proposal shall be made out on the form furnished by the City of Mason City and obtained from WHKS & Co., Engineers, Planners, and Surveyors, and must be accompanied in a sealed envelope by either: (1) a certified check, or a cashier’s check drawn on an Iowa bank, or a bank chartered under the laws of the United States, in an amount of 10% of bid amount; or (2) a certified share draft drawn on a credit union in Iowa or chartered under the laws of the United States, in an amount of 10% of bid amount; or (3) a bid bond executed by a corporation authorized to contract as a surety in the State of Iowa, in the penal sum of 10% of bid amount.
The bid security shall be made payable to the City Clerk of the City of Mason City, Iowa.
The bid security must not contain any conditions either in body or as an endorsement thereon. The bid security shall be forfeited to the City as liquidated damages in the event the successful bidder fails or refuses to enter into contract within ten (10) days after the award of contract and post bond satisfactory to the City insuring the faithful fulfillment of the contract and the maintenance of said work, if required, pursuant to the provisions of this notice and the other contract documents. The City will accept bid bond forms that meet the requirements of Iowa Code section 26.8.
Sales Tax Exemption. Contractors and subcontractors shall not include sales tax for material purchases. At the time of the contract acceptance by the City Council, the prime contractor and all subcontractors will be issued a certificate of exemption.
Bidders shall not be permitted to withdraw their bids for a period of forty-five (45) days after the same are opened.
The City of Mason City, in accordance with the provisions of Title VI of the Civil Rights Act of 1964 (78 Stat. 252, 42 U.S.C. §§ 2000d to 2000d-4) and the Regulations, hereby notifies all bidders that it will affirmatively ensure that any contract entered into pursuant to this advertisement, disadvantaged business enterprises will be afforded full and fair opportunity to submit bids in response to this invitation and will not be discriminated against on the grounds of race, color or national origin in consideration for the award.
Prospective bidders’ or contractor’s attention is specifically called to the Mason City Human Rights Commission Specifications which mandates that female and minority business enterprises shall be afforded the maximum opportunity to participate in the performance of this project. Prospective bidders’ or contractor’s attention is also directed to the fact that the Mason City Human Rights Commission will notify firms designated as Minority, Women, and/or Disadvantaged Business Enterprises, of this project and determine if they are interested in participating as subcontractors for this project. Prospective bidders or contractors shall then be notified by the Commission of those interested parties.
The established DBE goal for this project is 0% of the total amount bid.
By virtue of statutory authority, a preference will be given to products and provisions grown and produced within the State of Iowa.
In accordance with Iowa statutes, a resident bidder shall be allowed a preference as against a nonresident bidder from a state or foreign country if that state or foreign country gives or requires any preference to bidders from that state or foreign country, including but not limited to any preference to bidders, the imposition of any type of labor force preference, or any other form of preferential treatment to bidders or laborers from that state or foreign country. The preference shall be equal to the preference given or required by the state or foreign country in which the nonresident bidder is a resident. In the instance of a resident labor force preference, a nonresident bidder shall apply the same resident labor force preference to a public improvement in this state as would be required in the construction of a public improvement by the state or foreign country in which the nonresident bidder is a resident.
Bidders will be required to complete a Bidder Status Form from the Iowa Department of Labor regarding the Contractor’s resident status within the State of Iowa. Failure to submit a fully completed Bidder Status Form with the bid may result in the bid being deemed nonresponsive and rejected.
The Contractor shall commence work after the Notice to Proceed is issued and work shall be completed on or before November 5, 2021.
Payment to the Contractor for said Project will be made in cash derived from the proceeds of the issuance of bonds as may be legally used for such purposes, governmental grants and/or from cash on hand. Any combination of the above methods of payment may be used at the discretion of the City.
The Contractor will be paid each month ninetyfive (95) percent of the Engineer’s estimate of the value of acceptable work completed at the end of the preceding month. Final payment will be made in accordance with Iowa Code chapters 26 and 573, as amended. No partial or final payment will be due until the Contractor has certified to the City that the materials, labor and services involved in each estimate have been paid for in accordance with the requirements stated in the specifications.
The successful bidder will be required to furnish a bond in an amount equal to one hundred (100) percent of the contract price, said bond to be issued by a responsible surety approved by the City and which shall guarantee a faithful performance of the Contract and the terms and conditions therein contained and shall guarantee the prompt payment of all materials and labor and protect and save harmless the City from claims and damages of any kind caused by the operations of the Contractor and shall also guarantee the maintenance of the improvements constructed for a period of two (2) years after completion and acceptance by the City.
Plans and specifications governing the construction of the proposed improvements have been prepared by WHKS & Co., Engineers, Planners, and Surveyors, which plans and specifications and the proceedings of the City referring to and defining said proposed improvements are hereby made a part of the Notice by reference, and the proposed contract shall be executed in compliance therewith. Copies of said plans and specifications are now on file with the City Clerk and at the offices of WHKS & Co., and may be examined by the bidders.
Plans and specifications are available to download free of charge at http://www.questcdn.com. Plans and specifications for private use may also be obtained from WHKS & Co., Engineers, Planners, and Surveyors, 1412 6th Street SW, Mason City, IA 50402-1467, for a refundable deposit of $250.00. If the plans and specifications are not returned to WHKS & Co. within fourteen (14) days after the award of the project and in reusable condition, the deposit shall be forfeited. A limit of one set per bidder will be printed.
The City does hereby reserve the right to reject any or all bids, to waive informalities, and to enter into such contract, or contracts, as it shall deem to be in the best interest of the City.

Gee, maybe if all of the non-maskers wouldn’t have called it a hoax for over a year and still going and had taken it seriously we wouldn’t be in anywhere near such a mess. Right? But it was going to go away at 15 cases, then 15,000 and well you remember how it went.
My point is that the problem was ignored which caused a humongous problem and now we need the help so to hell with the national debt. It never matters when RepubliQons are in power so why should it now?!
