    ID’s to vote makes so much sense especially if one can get a free photo ID at no cast. One has to have a photo ID for so many things, like checking a book out of the library. Only citizens should be allowed to vote.

    REGULAR MEETING
    OF THE CITY COUNCIL

    The City Council of the City of Mason City, Iowa, met in regular session pursuant to law and rules of said Council, in the Mason City Room of the Mason City Public Library, at 7:00 P.M., on April 6, 2021. Due to COVID-19, the meeting was held as a virtual meeting via Zoom. The meeting was called to order by the Mayor and on roll being called there were present, Bill Schickel, Mayor in the Chair, and the following Council Members: Thoma, Jaszewski, Symonds, Lee, Masson. Absent: Adams.

    Adopt Agenda: Motion, Masson; 2nd, Jaszewski that the agenda be adopted. AYES: All (Motion carried.)

    The Mayor proclaimed the week of April 10 through 16 as “Week of the Young Child”.

    Prior to adopting the Consent Agenda Item #6 was removed to be acted upon separately.

    Consent Agenda: Regular Minutes of March 16, 2021; Claims dated March 18, 25 and April 1, 2021 in the amount of $1,466,291.22; Little Chicago – Class B Beer; Fareway – Class E Liquor License, Class B Wine; Sports Page – Outdoor Service, Class C Beer; Reappoint Michael Waage and Tony Johnson to the Plumbing Board of Appeals; Resolution No. 21-67, award of contract to Custom Concrete of Mason City, Iowa for the concrete removal and replacement at the Mason City Police Department; Resolution No. 21-68, award of contract to Frein Audio and Technology of Mason City, Iowa for the installation of new audio/visual equipment in the Mason City Police Department Training Room; Resolution No. 21-69, award of contract to Storey Kenworthy of Des Moines, Iowa for furniture for interior projects at the Mason City Police Department; Resolution No. 21-70, levying assessments for charges on certain properties and the certification of same to the County Treasurer for collection with property taxes; Resolution No. 21-71, award of contract for professional services to WHKS & Co. of Mason city, Iowa for the Water Reclamation Facility – 2020 Miscellaneous Improvements Project;Resolution No. 21-72, authorizing approval of a Memorandum of Site Lease Agreement and First Amendment to the Site Lease Agreement with Blue Sky Solar Co. and the City of Mason City Water Reclamation Facility; Resolution No. 21-73, approving the purchase of a Type III Ambulance – 2022 Ford Model E-450 Cutaway Van from Klocke’s Emergency Vehicles of Sterling, Illinois; Resolution No. 21-74, authorizing approval of a Chapter 28E Intergovernmental Cooperation Agreement between the City of Mason City, Iowa and the North Central Regional Emergency Response Commission (NCRERC) comprised of Cerro Gordo County and other local governments to provide hazardous materials emergency response;
    Resolution No. 21-75, award of contract to C&C Services, LLC of Plymouth, Iowa for “2021/2022 Nuisance Grass/Weed Mowing Services”, in the City of Mason City, Iowa; Resolution No. 21-76, approving an encroachment permit for Foxtrot Properties, LLC located at 13 South Federal Avenue for awnings that encroach into Federal Avenue Plaza and Commercial Alley. Motion, Jaszewski; 2nd, Symonds that all items in the Consent Agenda be approved and Resolutions adopted. AYES: All (Motion carried.)

    6. Appoint/hire Anthony Jansen and Chandler Santee as Police Officers: Motion, Symonds; 2nd, Masson that the recommendation be approve. Discussion followed regarding the hiring process, number of applicants, nationwide trends, etc. AYES: All (Motion carried.)

    2021 Pavement Marking Program Project No. 21-1002: The Public Hearing was held as per published notice. Mayor Schickel asked if there were any written comments or objections or anyone on Zoom that would like to comment with Burnett replying there were no written comments and no “raised hands” via Zoom. There being no comments the Public Hearing was declared closed.Motion, Thoma; 2nd, Jaszewski that Resolution No. 21-77, approving plans, specifications, form of contract and estimated cost for the “2021 Pavement Marking Program Project No. 21-1002 and 21-78, making award of contract to Weikert Contracting, Inc. of Cedar Falls, Iowa, be adopted and the bid tabulation with recommended bid from Weikert Contracting, Inc. in the in the amount of $200,401.77, be accepted.

    South Monroe Avenue Pedestrian Trail: The Public Hearing was held as per published notice. Mayor Schickel asked if there were any written comments or objections or anyone on Zoom that would like to comment with Burnett replying there were no written comments and no “raised hands” via Zoom. There being no comments the Public Hearing was declared closed.
    Motion, Jaszewski; 2nd, Symonds that Resolution No. 21-79, approving plans, specifications, form of contract and estimated cost for the “South Monroe Avenue Pedestrian Trail Project No. 20-1010”, and 21-80, making award of contract to Larry Elwood Concrete, Inc. of Mason City, Iowa, be adopted and the bid tabulation with recommended bid from Larry Elwood Concrete, Inc. in the in the amount of $45,617.00, be accepted. Clarification was made regarding which side of the road the project was on. AYES: All (Motion carried.)

    Eastbrooke Storm Water Management Project: The Public Hearing was held as per published notice. Mayor Schickel asked if there were any written comments or objections or anyone on Zoom that would like to comment with Burnett replying there were no written comments and no “raised hands” via Zoom. There being no comments the Public Hearing was declared closed. Motion, Lee; 2nd, Masson that Resolution No. 21-81, approving plans, specifications, form of contract and estimated cost for the “Eastbrooke Storm Water Management Project”, and 21-82, making award of contract to Henkel Construction Co. of Mason City, Iowa be adopted and the bid tabulation with recommended bid from Henkel Construction Co. in the in the amount of $389,410.56, be accepted. Discussion followed regarding the total cost of the projects (Plymouth Road and Eastbrooke). AYES: All (Motion carried.)

    River City Renaissance Skywalk Project: The Public Hearing was held as per published notice. Mayor Schickel asked if there were any written comments or objections or anyone on Zoom that would like to comment with Burnett replying there were no written comments and no “raised hands” via Zoom. There being no comments the Public Hearing was declared closed. Motion, Lee; 2nd, Jaszewski that Resolution No. 21-83, approving plans, specifications, form of contract and estimated cost for the River City Renaissance Skywalk Project be adopted and the bid tabulation with recommended bid from Henkel Construction Company in the in the amount of $1,648,000.00, be accepted. AYES: All (Motion carried.)

    Amendment No. 9 UR Plan: The Public Hearing was held as per published notice. Mayor Schickel asked if there were any written comments or objections or anyone on Zoom that would like to comment with Burnett replying there were no written comments and no “raised hands” via Zoom. There being no comments the Public Hearing was declared closed.
    Motion, Jaszewski; 2nd, Symonds that Resolution No. 21-84, determining an area of the City to be an economic development area, and that the rehabilitation, conservation, redevelopment, development, or a combination thereof, of such area is necessary in the interest of the public health, safety or welfare of the residents of the city; designating such area as appropriate for urban renewal projects; and adopting Amendment No. 9 to the Mason City Unified Urban Renewal Plan, be adopted. Discussion followed regarding the need for the amendment, the area it encompassed, TIF, etc. AYES: All (Motion carried.)

    First Amendment MCCCH LLC (Gatehouse): The Public Hearing was held as per published notice. Mayor Schickel asked if there were any written comments or objections or anyone on Zoom that would like to comment with Burnett replying there were no written comments and no “raised hands” via Zoom. There being no comments the Public Hearing was declared closed.Motion, Thoma; 2nd, Symonds that Resolution No. 21-85, approving and authorizing execution of a First Amendment to the purchase, sale and development agreement by and between the City of Mason City and MCCCH LLC, be adopted. Discussion followed regarding the amendment, name change, the franchise, how long it would take to build, etc. AYES: All (Motion carried.)

    Grant – North Iowa Innovation Center Grant: Motion, Masson; 2nd, Jaszewski that Resolution No. 21-86, authorizing the Mayor to sign a Letter of Commitment in support of the John Pappajohn Entrepreneurial Center’s Application to the U.S. Economic Development Administration’s Build to Scale Venture Challenge Grant Program for the North Iowa Innovation Center Project, be adopted. Comments followed regarding technology in the workforce, what other cities were doing, what the grant would encompass, the city’s contribution, etc. AYES: All (Motion carried.)

    The Mayor adjourned the meeting at 8:17 p.m.

    The City of Clear Lake will be providing curbside leaf and grass clipping collection within the City limits. Absolute Waste Removal (AWR) will collect leaves and grass clippings in biodegradable bags or an open garbage container on your regular garbage collection day. Absolute Waste Removal will initially pick up your garbage and then return later the same day to pick up leaves and grass clippings.

      Both KIMT and the Globe said, basically, “There was an accident. A woman was hurt, and a passerby helped her out of the car.” With a nod to Paul Harvey, here’s the Rest Of The Story: The car was upside down and smoking, wheels still turning, and the woman inside was dangling in the seat belt, upside down, in the vehicle. Jason Hahn broke the window, cut the seatbelt, and dragged her out, seconds before the the car exploded into flames. He’s a straight up hero, but neither KIMT nor the Globe could be bothered to find out the details. KTTC did, and showed the Facebook post on the air, which is cheesy as hell, but still better than either of the others.

        For fun, lets compare Georgia’s new voting laws against New York’s existing laws.

        New York offers eight fewer days of early voting and requires a valid excuse to vote absentee.

        Georgia will now ask for a valid ID to vote absentee, but lets you out of the requirement if you attest that you don’t have one.

        Seems bad so far.

        New York even has a ban similar to Georgia’s new prohibition on the distribution of food and drink in voting lines that President Joe Biden labeled “Jim Crow in the 21st century”: In both cases, it’s an effort to prevent electioneering.

        Those “mobile ballot drop-off” vans that Georgia just restricted?
        New York doesn’t allow them at all.

        The last thing I will address is when Dementia Joe lied about the 5 O’clock end of voting. It is at 7 P.M. just like several Democrat run states.

        OH, the absolute horror, less restrictive voting laws than Democrat run states, free state ID, but the Democrats can’t feed me or give me drinks in line (within 150 feet of thee polls and must be poll worker)

          The fact of the matter is that Georgia didn’t need to make any changes to its voting laws because there is no reason to do so. There wasn’t any voter fraud and Georgia’s vote in 2020 was certified by the governor and top election officials. No evidence of wide-spread fraud, ballot stuffing, dead people voting, and on and on. The restrictions make it more difficult for people in high population districts to vote. Guess who lives in those districts? Not the rich white men who passed the laws. The likenesses you claim between Georgia and New York? Meh. Context is important.

      I wrongheadedly believed hard work mattered, that effort paid off. I now realize all those years I spent working difficult jobs like roofing, working construction, driving truck, doing maintenance in a factory, working in various factories, and sales etc., were wasted; all I really had to do was roll up my uniforms or work shirt sleeves and show my skin color. My bad. You would’ve thought someone might’ve noticed as they were treating me for tar burns on my leg, stitching up the finger that got drilled through, either of the hernia surgeries, or any of the other injuries, but if they did they kept it to themselves.

    Mason City is now worried about preserving the Milwaukee Road depot. When did M C ever try to preserve anything? Of the 8 school buildings that I attended, only the old high school remains standing. What remains on those locations? bare lots, parking lots, and a drive thru bank. Oops! just remembered, they did build something on the junior college spot. 1 out of 8, great average.

    The City Council of the City of Mason City, Iowa, met in regular session pursuant to law and rules of said Council, in the Mason City Room of the Mason City Public Library, at 7:00 P.M., on March 16, 2021. Due to COVID-19, the meeting was held as a virtual meeting via Zoom. The meeting was called to order by the Mayor and on roll being called there were present, Bill Schickel, Mayor in the Chair, and the following Council Members: Thoma, Jaszewski, Symonds, Adams, Lee, Masson.     City Administrator Burnett presented his Monthly Activity Report. Comments and questions followed the report.

GTSB Application – Police Department: Motion, Jaszewski; 2nd, Symonds that Resolution No. 21-64, authorizing submission to the Iowa Governor’s Traffic Safety Bureau for a 2021 Governor’s Traffic Safety Bureau (GTSB) non-sTEP Highway Safety Grant Application and authorizing execution of Grant Agreement upon application approval, be adopted. Overview of the grant was provided. AYES: All (Motion carried.)

    20. 1st Amendment to PSDA – Gatehouse: Motion, Adams; 2nd, Lee that Resolution No. 21-65, fixing a date for a public hearing on the proposal to enter into a First Amendment to the purchase, sale, and development agreement with Gatehouse Mason City, L.L.C., and providing for publication on notice thereof, be adopted. Discussion followed regarding the timeline. AYES: All (Motion carried.)

    Adopting the Annual Budget for Fiscal Year ending June 30, 2022: Finance Director Jacobson provided a presentation. The Public Hearing was held as per published notice. Mayor Schickel asked if there were any written comments or objections or anyone on Zoom that would like to comment with Burnett replying there were no written comments and no “raised hands” via Zoom. There being no comments the Public Hearing was declared closed. Motion, Thoma; 2nd, Adams that Resolution No. 21-66, adopting the annual budget for fiscal year ending June 30, 2022, be adopted. Discussion followed regarding home valuations, comparison to Clear Lake, comparison to other communities, etc. AYES: All (Motion carried.)

    Establishing Grade Elevations for 2020 Paving: Motion, Symonds; 2nd, Jaszewski that the Ordinance No. 21-4, establishing grade elevations on certain described streets in the City of Mason City, Iowa, for the “2020 Paving Program”, be adopted. AYES: All (Motion carried.)

    Adjourn: The Mayor adjourned the meeting at 8:38 p.m.
