While much of what you say makes sense, I find one idea that would create a bigger problem than that where one would limit the powers and jurisdiction of the a Central Government.
I think the Supremacy Clause in our Constitution (Article VI) clearly puts limits on States when they interferes or tries to over step their bounds.
Federal preemption is a good thing. Imagine a business climate where each state can dictate or set laws against certain behaviors or laws, each of them allowing one thing, where the next prohibits it.
An example would be speed limits on an Interstate. Imagine for a moment that Iowa sets forth a speed limit on I-35 of 70 mph. But Cerro Gordo County decides it to be 55 mph, and Clear Lake decides it will be 25 mph. Without Preemption, that can legally happen.
You end up with a patchwork of rules and laws that would make individuals and companies struggle in trying to comply with them.
Thus, the Central Government should preempt in certain regulatory areas, so as to create a uniform set of laws and rules across the many jurisdictions in the U.S.
This is why the Supremacy Clause and the doctrine of Federal preemption makes so much sense in certain areas of commerce and behaviors.

Very serious accident on US65 and 330th…..4 Mason City ambulances, a Forest City ambulance, and AirMed 3, took patients to Mercy. US 65 is blocked from B-20 to almost Highway 9. 3 ISP cars, two Deputies were initially on the scene. State accident investigator enroute.

WHEREAS, the City Council of the City of Mason City has received a request from the Chief of Police of Mason City, Iowa to make certain changes to the City Code of Mason City, Iowa;
AND, WHEREAS, said changes relate to the regulation of mobile vendors and certain personal services involving fortune tellers, palmists, and clairvoyants in the City of Mason City, Iowa;
NOW THEREFORE, BE IT ORDAINED, by the City Council of the City of Mason City, Iowa:
Section 1: THAT Section 3-9-2: DEFINITIONS of the City Code of the City of Mason City, Iowa, should be and the same hereby is amended to read as follows:
3-9-2: DEFINITIONS:
PEDDLER/VENDOR: Any person carrying goods or merchandise who sells or offers for sale for immediate delivery such goods or merchandise from house to house or upon the public street.
SOLICITOR: Any person who solicits or attempts to solicit from house to house or upon the public street any contribution or donation or any order for goods, services, subscriptions or merchandise to be delivered at a future date.
TRANSIENT MERCHANT: Iowa Code section 9C.1 and any revisions thereto defines the term transient merchant and lists State requirements for applicants. This section of the Iowa Code also lists specific exemptions that do not require a transient merchant license. (1985 Code; amd. 2017 Code)
AND THAT Section 3-9-4: GENERAL REGULATIONS of the City Code of the City of Mason City, Iowa, should be and the same hereby is amended to read as follows:
3-9-4: GENERAL REGULATIONS:
A. Licensee shall maintain a distance of seventy five feet (75′) from the entrance of any business which is selling the same type of product as the peddler/vendor. Mobile vendors may be prohibited in areas where sidewalks are not wide enough to accommodate both pedestrians and the vendor.
B. There shall be maintained a distance of not less than twenty feet (20′) between vendors.
C. The vendor’s operation shall not impede the free flow of pedestrian traffic along sidewalks or plaza right-of-way, nor shall they interfere with pedestrian movement into or out of retail establishments. (1985 Code)
D. No pushcart shall have dimensions exceeding four feet (4′) in width, eight feet (8′) in length, and eight feet (8′) in height. All pushcarts must be aesthetically pleasing in appearance, and shall be maintained in a neat and orderly fashion. Each pushcart shall be capable of being moved and kept under control by one (1) person traveling on foot. The City Administrator may grant a special license to a handicapped person to operate a pushcart propelled by an electric motor; provided, that the applicant meets all other conditions for a license. During transit of the pushcart (whether it be towed by vehicle, carried by trailer, or pushed by hand) the pushcart operator shall be subject to all of the duties applicable to the driver of a motor vehicle as provided by law except as to the provisions which by their very nature can have no application.
E. The applicant shall have obtained all necessary permits required by the State of Iowa Department of Health or other applicable regulatory agency.
F. The construction of an addition to an existing store front for permanent, temporary or seasonal use of abutting public right-of-way shall require an encroachment permit as specified in title 5, chapter 1, article C of this Code.
G. All peddlers and solicitors are only permitted to go door-to-door between sunrise and sunset.
H. No person, firm, corporation or other organization shall sell, display, or otherwise offer for sale any merchandise or other materials on any sidewalk, street, public right-of-way, or other public property without first obtaining approval by the City Council or by a duly authorized representative. Application for such license shall be made in writing to the City Clerk. The Clerk shall refer such application to the appropriate City departments for review and report. Said application along with the appropriate department reports shall then be forwarded to the City Council or to a duly authorized representative for action to approve or disapprove. Persons, firms, corporations or other organizations having valid contracts with the City authorizing activities hereinbefore described are excepted from the terms of this subsection for the activities specifically authorized in the contract.
The City Council reserves the right to require the relocation of any licensed pushcart or transient merchant to a new location in the event public safety or congestion so requires, based on the discretion of the Council. (1985 Code; and. 2017 Code)
AND THAT Section 8-3-9: FORTUNE TELLERS, PALMISTS, CLAIRVOYANTS of the City Code of the City of Mason City, Iowa, should be and the same is hereby repealed as follows:
Section 2: That all ordinances or parts of ordinances in conflict with the revisions of this ordinance are hereby repealed.
Section 3: If any section, revision, or part of this ordinance shall be adjudged to be invalid or unconstitutional, such adjudications shall not affect the validity of the ordinance as a whole or any section thereof, or part thereof, not adjudged invalid or unconstitutional.
Section 4: This ordinance shall be in full force and effect upon its final passage, approval and publication as required by law.
