MASON CITY – Cerro Gordo County Sheriffs on Wednesday arrested a registered sex offender for failing to comply with the sex offender registry.
Joseph Daniel Mustain, 28, was booked into the Cerro Gordo County Jail Wednesday at 12:05 PM and held on $2000 bond.
Mustain was convicted in Mitchell County in 2006 of one count of sexual abuse in the 3rd degree for an offense against a female between the ages of 14 and 17. Three other counts were dismissed. He was sentenced to 10 years in prison and served 4 years.
Mustain still owes $3251.53 in court costs in that case.

He was 22 and the girl was between 14 & 17. I wonder what the other 3 counts were. Were they with the same girl? I realize this is illegal and that there is a legal age for consent. I look back on the “olden days” of my parents in the 1920’s. My mother started dating my father when she was 16 and he was 21. There was no hanky panky, and her family tried to break them up, but that was because he wasn’t a LOCAL boy and not the age difference. But back then, if a girl got pregnant and the man didn’t marry her, he was jailed for “seduction” and she could sue him for monetary damages. No department of social services or welfare. I’m sure there was also a crime of rape, now called sexual abuse. The laws have just been refined over the years. I just find it interesting how times and laws have changed. I’m not condoning what Mustain did in any way.
