REGULAR MEETING
OF THE CITY COUNCIL

The City Council of the City of Mason City, Iowa, met in regular session pursuant to law and rules of said Council, in the Mason City Room of the Mason City Public Library, at 7:00 P.M., on May 21, 2024. The meeting was called to order by the Mayor and on roll being called there were present, Bill Schickel, Mayor in the Chair, and the following Council Members: Jaszewski, Masson, Adams, Symonds, Latham, Lee. Absent: None.

Adopt Agenda: Motion, Jaszewski; 2nd, Symonds that the agenda be adopted. AYES: All (Motion carried.)

The Mayor proclaimed May 27, 2024 as Memorial Day, the month of May, 2024 as “Support Law Enforcement Month” and “Tourism Month in Mason City”.

3A. 85th Band Festival Presentation – Removed from Agenda.

4. Aaron Donaldson with RSM provided a presentation on IT Network Refresh. Council comments and questions followed the report.

5. FY 23 Annual Comprehensive Financial Report – Removed from Agenda.

6. Administrator Burnett presented the Monthly Activity Report.

Consent Agenda: Regular Minutes of May 7, 2024; Claims dated May 9 and 16, 2024 in the amount of $9,246,500.39; Plaza Mexico – Class C Retail Alcohol, Catering Privilege; Las Palmas Restaurant – Class C Retail Alcohol, Outdoor Service; Wild Bill’s Billiards – Class C Retail Alcohol, Outdoor Service, and 5 day license and Outdoor Service May 31, 2024 to June 4, 2024; Music Man Square – Class C Retail Alcohol, Catering Privilege; Mason City Brewing Class C Retail Alcohol , Class A Beer, Outdoor Service; Resolution No. 24-117, approving property owner application under the 2023 Downtown West Home Pilot Program and authorizing bidding of improvements; Resolution No. 24-118, approving and authorizing adoption of changes to the boundaries of the Corridor Revitalization Loan (CoRL) area; Resolution No. 24-119, approving the purchase of a Track Loader from Mason City Red Power of Mason City, Iowa for the Water Supply Division; Resolution 24-120, rescinding Resolution No. 12-172, 13-78, 15-16, and 20-84 (encroachment permits) to provide clear title to the developer of the parking lot located at the Northwest corner of the intersection of 1st Street Northeast and North Delaware Avenue or the public right of way adjacent to and abutting the parking; Resolution No. 24-121, approving an Encroachment Permit for River City Sculptures on Parade, LLC for the placement of a sculpture pedestal in the right-of-way in downtown Mason City (the sidewalk in front of Brick Furniture); Resolution No. 24-122, approving the permanent placement of six pieces of public art (River City Sculptures) in Downtown Mason City, was presented. Motion, Jaszewski; 2nd, Symonds that all items in the Consent Agenda be approved and Resolutions adopted. AYES: All (Motion carried.)

Amending the Budget Ending June 30, 2024: The Public Hearing was held as per published notice. Mayor Schickel asked if there were any written comments or objections with Burnett stating there were no written comments. There being no comments the Public Hearing was declared closed. Motion, Latham; 2nd, Symonds that Resolution No. 24-123, amending the current fiscal year budget ending June 30, 2024 Budget (Amendment #3) for the City of Mason City, be adopted. AYES: All (Motion carried.)

22-1011 Murphy Park Trail and Bridge Project: The Public Hearing was held as per published notice. Mayor Schickel asked if there were any written comments or objections with Burnett replying there were no written comments. There being no comments the Public Hearing was declared closed. Motion, Jaszewski; 2nd, Adams that Resolution No. 24-124 adopting plans, specifications, form of contract and estimated cost for the “22-1011 Murphy Park Trail and Bridge Project”, and 24-125, making award of contract to Peterson Contractors, Inc. of Reinbeck, Iowa for the “22-1011 Murphy Park Trail and Bridge Project”, be adopted and the bid tabulation with recommended bid from Peterson Contractors, Inc. of Reinbeck, Iowa in the amount of $1,609,968.41, be adopted. AYES: All (Motion carried.)

Three Year Sewer Rate Plan Revision: Motion, Latham; 2nd, Symonds that the Ordinance amending the City Code by repealing Title 6, Chapter 2: “Sanitary Sewers”, Article A: “Sewer Rates”, Section 3: “Schedule of Rates”, Subsection A and B, and adopting a new Subsection A and B in lieu thereof, be received and placed on file for Second Consideration. AYES: All (Motion carried.)

Storm Sewer Rate Changes: Motion, Jaszewski; 2nd, Symonds that the Ordinance amending the City Code by amending Title 6 “Municipal Utilities, Chapter 3 “Storm Sewer”, Section 1 “Definitions’ and by repealing Article A. “Stormwater Utility Policy” and adopting a new Article A in lieu thereof, be received and placed on file for Second Consideration. AYES: All (Motion carried.)

Adjourn: The Mayor adjourned the meeting at 7:45 p.m.
